FOI, Bury Metropolitan Borough Council

Good afternoon,

In response to your Freedom of Information request, the Council’s response
to your request is as follows.

Request:

1) What was the value of spend on temporary staff from recruitment
agencies by the Council in 2020 – 2021 and 2021 – 2022?

Please also ensure that a gross spend value is detailed and include all
spend associated to any contract let for the management/provision of
temporary staff by a contracted provider (whether Vendor neutral or Master
vendor). Please ensure that all figures are provided separately by year.

2) If you have a managed service provider (MSP) in place for the provision
of temporary agency staff, please provide the following;

a. How was the contract to manage/provide the supply of agency/temporary
staff let?

b. Who was the contract to manage/provide the supply of agency/temporary
staff let to?

c. When did the contract to manage / provide the supply of temporary /
agency staff commence, how long does it run for and what is the end date?

Response:

We have a Greater Manchester agreed contract to supply agency workers and
this was done following a full procurement process with STAR procurement.
The contract was awarded to Reed Specialist Recruitment LTD. The contract
has just recently been re-tendered as of January 2022 and will run until
January 2026, however there is an option to extend within this contract.

Spend is as follows:

April 2020 to March 2021 - £3,688,000

April 2021 to March 2022 - £5,080,000

A small number of staff are engaged outside of the Greater Manchester
contract, however financial information on these engagements is not
recorded in a way which enables the figures to be identified for reporting
purposes.

The information requested above can be found on our Local Government
Transparency page under the Organisation Section. This is updated on an
annual basis and was last updated in July 2021.

Statement of Accounts which holds the information for 2018 to 2021.
