Agency Staff

We're waiting for Colin Bain to read recent responses and update the status.

Dear Wakefield City Council,

I would like to know how much each school in the authority (Primary, Secondary, SEND etc) spent on third party supply agencies between 1st September 2019 and 1st May 2020.

It this could be broken down per school and how much that school spent with each third party agency that would be helpful. Otherwise, just a total per school spent on supply teacher and teaching assistants.

Yours faithfully,

Colin Bain

Dear Ms Black,

Freedom of Information Act 2000 - Request for Information

I am writing in respect of your recent enquiry for information held by the
Authority under the provisions of the Freedom of Information Act.

Please find the response to your request below.

Information in relation to agency spend in schools is now available
publicly via the Data Mill North site.  This is published annually within
3 months of the financial year end, and can be accessed via the following

With regard to the specific details you have requested, under the Freedom
of Information Act the Authority has the right to refuse an applicant
information held if an exemption applies. The Authority believes in this
case such an exemption applies and has decided to refuse your request.

We believe that the information is exempt under Section 22 of the Act,
which applies to information held by an organisation which it intends to
publish at a future date.  We have considered the information and believe
that it falls under this exemption because the details you are requesting
will be made available by the Council, as noted above.

As this is a qualified exemption, we have also considered whether in all
the circumstances of the case, the public interest in withholding the
information outweighs the public interest in disclosing the information.
In reaching our conclusion we have considered the factors in favour of and
against disclosure. In all the circumstances of this case we have
concluded that the public interest in withholding the information
outweighs the public interest in disclosing it. Our view is that the
public would expect that, if data were available to view in the public
domain, it would be preferable for a requester to be directed to the
relevant site, thus avoiding the need for Council time and resources to be
used unnecessarily in dealing with repeated Freedom of Information

If you are not satisfied with the way the Authority has handled your
request, you may ask for an internal review. Please contact me either on
the number below or in writing: Senior Information Governance Officer
Corporate Information Governance Team, County Hall, Wakefield, West
Yorkshire WF1 2QW (marked Private & Confidential) or e-mail on
[2][Wakefield City Council request email] and I will arrange an internal
review of your case.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at:

Information Commissioner’s Office

Please do not hesitate to contact me should you have any further queries
