Dear Warwickshire College,

Please can you provide me with details of the following:
(i) Total spend on agency staffing for the financial year April 2016 to March 2017.
(ii) Please specify what spend relates to teaching e.g. Lecturers, Assessors, Tutors,
Support workers, as opposed to 'other' including admin / catering / security etc.
(iii) If possible, I would like to request the spend is broken down
by agency / employment business.

I will investigate to confirm whether the information you have requested
is held by WCG and where it is held it will be assessed against the
exemptions provided for within the Freedom of Information Act 2000.
In accordance with the Act, WCG has twenty working days in which to
respond to you to confirm or deny whether the information is held and if
held to provide it to you or to explain why the information will not be

Dear Ms Taylor
Please find below the College's response to your request for information.
(i) Total spend on agency staffing for the financial year April 2016 to
March 2017 - £579,000
(ii) Please specify what spend relates to teaching e.g. Lecturers,
Assessors, Tutors,
Support workers - £494,000, as opposed to 'other' including admin /
catering / security etc - £85,000
(iii) If possible, I would like to request the spend is broken down by
agency / employment business. 
In respect of point iii) of your request, the College is applying the
qualified exemption at section 43 of the Freedom of Information Act 2000
(commercial interests). This exemption permits public authorities to
protect its own commercial interests and those of third parties with whom
it engages. 
With regard to the application of the public interest test, the College
believes that the factors that weigh in favour of withholding this
information includes:
1)  the potential that agencies / employment businesses that are named by
the College will be less likely to engage with it and provide it with
commercially sensitive information in the future which consequently will
undermine the ability of the College to fulfil its role; and
2)  the likelihood that disclosure of agency / employment business names
would be likely to prejudice the commercial interests of the College by
adversely affecting its bargaining position during contractual
negotiations which would result in the less effective use of public
money. 
 
I have attached the College's Information Rights Appeal Procedure for your
information in the event you are not satisfied with the way in which the
College has dealt with your request.
