Dear Welsh Government,
I wish to know what advice was given to Minister Lesley Griffiths by her advisors prior to her decision to over turn the decisions made by Powys County Council and the Enquiry Inspector to refuse permission for a wind farm development at Hendy in Powys. Can I see the report please, can I know who wrote it, and the dates of the report, and the date this report was given to Ms Griffiths.
What instruction was given to them by Ms Griffiths before they produced the report ?

Thank you for your request which I received on 17 December 2018. You asked for:

Copies of advice given to Minister Lesley Griffiths by her advisors prior to her decision to over-turn the decisions made by Powys County Council and the Inquiry Inspector to refuse permission for a wind farm development at Hendy in Powys. A copy of the report, the details of the person who wrote it, and the dates of the report, and the date this report was provided to Ms Griffiths. You have also request details of what instruction was given by officials to Ms Griffiths before they produced the report. Have I correctly interpreted your request, if not, can you please confirm in writing and provide clarification on your request.

I will be treating your request under the Environmental Information Regulations (EIRs) in accordance with advice provided by the Information Commissioner. The Commissioner has advised that any requests for information in respect of matters relating to ‘planning’ should be considered under the Environmental Information Regulations 2004 (EIRs) rather than under the Freedom of Information Act 2000 (FOIs).

The request you sent me contains personal information about you - for example, your name and address. The Welsh Government will be the data processor for this information and, in accordance with the General Data Protection Regulation, it will be processed in order to fulfil our public task and meet our legal obligations under the Act to provide you with a response.
