Andrew Rollinson

Dear Planning Inspectorate,

I am aware that PINS provide a series of advice notes / guidance for Inspectors. Where are these available please? if they are not, I should like to see what has been issued.

Yours faithfully,

Andrew Rollinson

Lewis-Jones, Angela,

Dear Mr Rollinson

I have received your request made under the Freedom of Information Act
2000, namely:

I am aware that PINS provide a series of advice notes / guidance for
Inspectors. Where are these available please? if they are not, I should
like to see what has been issued.

In order that I might provide you with any relevant information I would be
grateful if you provide me with some clarification in terms of your
request on the appeal types or policy areas you require guidance on –
currently your request would seem to refer to everything the Inspectorate
deals with, including Specialist Casework and National Infrastructure as
well as planning appeals.  All of these have their own Advice Notes and
associated guidance which goes well beyond the Inspector Training Manual
and PINS Notes.

As this amounts to a significant amount of work, not all of which would
possibly be relevant to your needs, a narrowing of your request would be
of help.

Yours sincerely

Aggie Lewis-Jones

Dear Mr Rollinson

Thank you for your request made under the Freedom of Information Act 2000,
namely:

I am aware that PINS provide a series of advice notes / guidance for
Inspectors. Where are these available please? if they are not, I should
like to see what has been issued.

Following my email requesting clarification on your request you indicated
that you wanted information on planning appeals only.  I have, therefore,
attached the relevant PINS Notes on this as requested.

I have not attached a copy of the Inspector’s Training Manual (ITM) as
your request has not specified whether you require this – should you wish
to have a copy, please let me know and I will arrange for the most
up-to-date version to be sent to you.

Please note that PINS Notes are internal advice notes provided to staff
(primarily Planning Inspectors) in response to changes resulting from
policy, legislation, and case law, and which have immediate casework
implications.  They are designed to raise awareness and identify specific
actions to be undertaken in the course of decision-making, with the aim of
ensuring best practice and consistency.  Such advice notes are not
intended for an external audience (and are thus not available to
automatically download) and do not have (or claim to have) formal status
in the way that, for example, published guidance from Government in the
form of Planning Practice Guidance will.  Through such notes we are
providing advice solely intended for internal use.

Such notes may also be subject to change, in response to lessons learnt
from practical application of their advice, for example.

Due to the number of PINS Notes I am forwarding them in separate emails.
A copy of our review procedure is also attached for information

Yours sincerely
