I am withholding the names of the other individuals below this level as
the information requested contains wholly personal information relating to
persons other than you yourself, the applicant. Section 40 (2) & (3) of
the Freedom of Information Act 2000 provides an absolute exemption where
disclosure of information would lead to a breach of the principles laid
down by the Data Protection Act 1998.
I consider that full disclosure of the information you requested would
constitute unfair processing in contravention of the first data protection
principle because those individuals whose personal data has been withheld
would not have had any reasonable expectation that it would be disclosed
in these circumstances.

satisfied with the reply to your request you can ask for a review. A
