No. We will signpost to other agencies and provide information
but we do not assist in setting up a service.

We do not use one specific system - a number of mainly
spreadsheet based systems are used - we use a system called
MYPAS to manage our youth fund.
• How much does this IT system cost, when did you sign up for the
contract and how long was the contract?
MYPAS costs about £3000 per year - we will cease to use it
later this year
• How do you currently procure your services for Children’s Social Care,
please provide information of the split between the following methods e.g.
via commissioning teams, social workers do it
themselves, panels for expensive care packages,
micro-procurement/commissioning.
We have some direct commissioning by social workers agreeing
packages with families
• What is the proportion of the above?
We have a commissioning team which deals with commissioning
for youth, play, short breaks (based on a resource allocation
systems), youth offending, leaving care services, social investment
around looked after children services.
• Do you use/plan to use micro-procurement/commissioning?
We use micro commissioning / framework arrangements with
regard to the procurement of foster care and residential
placements for children. We have a separate education related
commissioning team dealing with young people with special
educational needs.
• How many providers do you contract with and are they internal/external?

We use a significant number of both internal and external
providers
• How many contracts and of what type does your councils manage in the
commissioning of Children’s social care services? e.g. is it referrals to
in-house services, predominantly spot purchasing, purchasing under
framework contracts/agreements, block contracts or cost and volume
contracts.
All of those contract types are used in different
circumstances.
• Do you have a performance management framework for monitoring the
performance of providers? If so then would it be possible to forward a copy
or provide a link to it.
This is currently undertaken in a specific manner for each
individual workstream. The new integrated commissioning
arrangements will support an alignment of quality assurance approaches.

It is estimated that the statutory cost limit of £450 (which is calculated
as being approximately 2.5 days of a council officer's time to determine
whether the Council holds the information, locate, retrieve and extract the
information) will be exceeded if the Council supplied the requested
information to you for this part of your request. To obtain this
information would require a detailed analysis of multiple data sources,
because we do not separately record/store this information.

FOIA does not oblige us to comply with requests that exceed this amount
however The Council would be able to provide the information for the rest
