Adult Social Care Update

Dear Buckinghamshire County Council,

I have been reading your Cabinet report (Adult Social Care Update) from the 10th December 2018 and notice in Section 9 that Buckinghamshire County Council is working through a procurement process which should be completed by February 2019.

From searching public portals (OJEU) and others there is no public information regarding a procurement which is underway or completed for the adoption of a “Social Care Solution” to replace your current system which I assume is AIS as referenced in the document. Given that these procurements can take several months please could Buckinghamshire outline the following to ensure compliance with the Public
Contracts Regulations 2015. Under the Freedom of Information Act, I kindly request the following information

• What EU-compliant tendering process did the council follow to ensure the solution being procured is Fit for Purpose to meet the needs of the Authority and its approach to delivering on the outcomes defined in the Cabinet paper? If the council has not entered into a procurement to date, when will the procurement process take place and through what method?

• Given the go ahead of the wider Cabinet report after its approval what is the budget set for this programme of work? Please break this down into the following elements:
o External consultants – not provided by the IT system supplier (spend to date and projected spend)
o Internal IT costs – (infrastructure)
o Third party system costs broken down into Capital and revenue expenditure
• If the above has already been procured please can you advise of the organisation and system which was procured alongside the actual costs broken down into capital and revenue expenditure, further advise of the contract length and expected total spend with any invoked options. Further What price benchmarking did the council undertake in relation to this expenditure? For example, did you ask other suppliers for pricing? Please provide copies of ALL price benchmarking documents, with the prices redacted.

We can confirm that the Council will be commencing a further competition under the Crown Commercial Services Data and Application Solutions Framework (Lot 3c) in April 2019.

As the procurement is in the planning stage we will not be providing any financial/budget information at this stage as this is commercially sensitive information under Section 43(2), where disclosure would be likely to affect the outcome of the procurement process. We recognise that there is a public interest in openness and transparency but in this instance this is outweighed by the public interest in not distorting a procurement process and ensuring that the Council achieves best value.
