In February 2016 Royal Borough of Greenwich agreed to savings in Adult
Social Care of £13m by 2019/20:

1. How was this amount arrived at?

Para 6.3.5 of the Medium Term Financial Strategy (Cabinet - 18 November
2015) states: “Overall, transformation will seek to deliver improved
outcomes underpinned by a financially sustainable model of support and
service. As a high level guide a return to 2010/11 spending levels is
envisaged. This would contribute £13m by the end of the MTFS period.”

2. What was the overspend in Adult Social Care at the time?

The outturn for Adults and Older People in 2014/15 was an overspend of
£2.5m rising to £7.4m in 2015/16.

3. What savings were asked for from other directorates over the same
period?

Overall savings of £26.6m by 2019/20

4. Please provide a copy of the EQIA from 2016 that demonstrates the
impact of these proposed savings?

The Council does not hold this information.

Dear Greenwich Borough Council,

I am writing to request an internal review of Greenwich Borough Council's handling of my FOI request 'Adult Social Care Savings'.

When asking about how the £13m target was arrived at we did not want to know how it would be delivered but rather why it was imagined that it would be achievable. Adults Social Care was already overspent by £8.098m (Budget Management Report January 16).

a. Why was it believed that Adults Social Care could delivery £13m in savings effectively meaning that it would need to save £21m to return to balance. What evidence was produce to show that this was a deliverable efficiency?

b. Can you please break down the £26.6m (other directorate savings) to show how it is made up and how each directorate contributed to its delivery?

c. Isn’t it disingenuous to cite the £26.6m figure when it in fact relates to the increase in council tax receipts (10.9m) a council wide offer of voluntary redundancy (13.9m) and housekeeping items (1.7m)?

2. Was the £13m savings figure for Adults contrived in order to withhold the iBCF from the Adult Social Care budget and the vulnerable residents for whom it was intended in order to take the iBCF into the General fund for the council to use elsewhere?

3. Why was no Equality Impact Assessment for the £13m Saving target in the 15/16MTFS ever produced?
