This is a Freedom of information Request.
Please provide the following information.

1. Do you have any policies that require the Local Authority to consider residential placements for adults receiving social care support funded by the council when providing support in the community is more expensive?
2. What social care support services have you put in place to reduce the likelihood of someone entering residential care, and ensure they can continue to live in their own homes?
3. How much money have you spent on adult social care support for people who live in the community over the last five years? please provide breakdown for people of working age and older people.
4. How many adults with care and support needs received social care support in their own home or in the community? Please provide breakdown for people of working age and older people.
5. How much money have you spent on residential placements for adult social care over the last five years? please provide breakdown for people of working age and older people and provide a separate figure for out of borough placements.
6. How many adults with care and support needs received support in residential placements over the last five years? Please provide a separate figure for those placed in facilities outside of the local authority.

Thank you for your request for information received on 21 January 2020, in
which you asked for the following:

 

1. Haringey Council policies that require the Local Authority to consider

3. The total cost of adult social care support for people who live in the
community over the last five years, broken down for people of working age
and older people.

4. The number of adults with care and support needs receiving social care
support in their own home or in the community, broken down for people of
working age and older people

5. The total cost  residential placements for adult social care over the
last five years, broken down for people of working age and older people
and provide a separate figure for out of borough placements.

6. The number of adults with care and support needs receiving support in
residential placements over the last five years, broken down for those
placed in facilities within the authority, and those placed outside of the
local authority.

 

My response is as follows:

 

 1. The Care Act 2014,

The Council do not hold any specific policies in relation to funding
agreements.

 

 2. Support services in place used by the Council include:

o There is a strong emphasis across the Council to undertake
preventative assessments, with the emphasis on maximising the
independence of residents in the community by utilising a
strength-based and outcome focussed model of support
o Haringey Early help can be offered which is internal, external,
voluntary and community based . This service enables families to
achieve long-term, positive outcomes, become more resilient, and
prevent the escalation of their needs
o The Connected Communities service is designed to help people feel more
connected to their local communities and stay active
o Carers Assessments take place by skilled professionals, leading to
individual support plans designed to support carers in their caring
role
o Intermediate care facilities and temporary placement are offered on a
short-term and emergency basis where required, to assist people to
recover after injury or illness before being supported back to their
home in the community
o Access to Haringey Reablement service,  Occupational Therapy and
physiotherapy assessment to maximise independence of Haringey
resident’s and use of equipment to maximise safety
o Integrated working with health services including Rapid Response,
district nurses, community matrons and specialist therapies, among
others
o Rapid referral into Haringey Coordination and Prevention Service for
multidisciplinary assessment
o Haringey Assistive technology service
o Within Haringey Council, the Adult and Community Services
Commissioning Team leads on work with Haringey’s Voluntary Sector to
provide a central point of contact for partner agencies. More
information on these partner agencies can be found through the Bridge
Renewal Trust that Haringey Council holds close links to.
