1) Please can you send me urgently a copy of all Questions that a Social Worker will use during an Adult Social Care review to ascertain a care package & obtain an indicative budget.

2) Please could you tell me if an Aide Memoire is used in connection with Adult Social Care Reviews and provide that to me also.

3) Please can you provide information as to if there is a weekly cost guideline to be followed by Adult Social Services in regards providing care via a personal budget for someone to live independently at home who has learning difficulties & how that has been arrived at?

4) Please can you supply information as to if the current RAS used for Adult Social Care has been calibrated or recalibrated to produce lower budgets?.

Further to your email of 22 November 2017, in which you request the
disclosure of information under the provisions of the above Act, we are
now in a position to respond.

 

1)              Please can you send me urgently a copy of all Questions
that a Social Worker will use during an Adult Social Care review to
ascertain a care package & obtain an indicative budget.

Please find attached the requested documentation. With regard to the
attachment " FACE Assessment – Version 7 formatted" most workers take a
copy out on visits with them and complete this, then transfer the
information onto our computer database. Increasingly however workers
complete this form in the live system on portable laptops / tablets whilst
on the assessment with the client.

 

2)              Please could you tell me if an Aide Memoire is used in
connection with Adult Social Care Reviews and provide that to me also.

3)              Please can you provide information as to if there is a
weekly cost guideline to be followed by Adult Social Services in regards
providing care via a personal budget for someone to live independently at
home who has learning difficulties & how that has been arrived at?

There is no cost guideline. For all customers, needs are identified during
the assessment process, resources are allocated to meet unmet needs, and
practitioners inform decision making on final allocations. The county
council apply a "reasonable offer" approach for customers living in
community based settings. Requests for actual budget allocations which
exceed the "reasonable offer" approach are subject to additional quality
checks and budgetary approvals by managers. The reasonable offer for
customers with learning disabilities is £600. This is an approximation of
~45 hours care per week.

 

4)              Please can you supply information as to if the current RAS
used for Adult Social Care has been calibrated or recalibrated to produce
lower budgets?

The RAS used for Adult Social Care has not been calibrated or recalibrated
to produce lower budgets.

Thanks for this. With regards the Aide Memoire, does the social worker actually use this in conjunction with the v7 assessment on each social care assessment whilst completing the assessment with the service user?

Also can you please provide a copy of and explanation as to what the Face Independence scale is which is referred to within the assessment form.

Further to your email of 21 December 2017, in which you request the
disclosure of information under the provisions of the above Act, we are
now in a position to respond.

 

With respect to the use of the aide memoire and V7 assessment, there is no
hard and fast way our officers use these documents. The professionals
going out use a variety of methods in completing assessments and may use
other tools or frameworks to inform their assessment. For example a mental
health professional may take out a Becks Depression Inventory and complete
this to inform their assessment in this one domain. Other specialists may
use other tools.

 

With regard to the FACE independent scale, the assessor's guidance in the
Overview Assessment from our response of 20 December 2017 explains what
the independence scale is at the bottom of page 1. The FACE independence
scale is visible in the various sections of the Overview Assessment i.e.
eating healthily and safely, your mobility (and others), the scale is:

 

•         Little or no difficulty/risk (can manage alone)

•         Significant difficulty/risk (sometimes needs help)

•         Significant difficulty/risk (always needs help)

•         Unable to manage – needs one other to undertake

•         Unable to manage – needs two others to undertake

 

In addition, in case it helps further the vendor company who own the
Assessment and RAS, and who are now called Imospehere (formerly known as
FACE) have supplied the attached document "How Your Budget Is Decided".
