Please note that an automatic fail is when the ADI scores less then 7 on
the risk management section of the check or the examiner had to stop the
lesson. A fail is when the overall score is less than 31. More detail

Further to your email of 10 January 2023, I can confirm that we have
handled your request within the terms of the FoIA.   

  

Your request and our response is as follows:   

 

Is it possible you can confirm how many ADI's had standards checks during
this period? 

 

Our response:  

 

A total of 3,103 ADI’s attended Standards Checks during the period of 1
April 2021 – 31 March 2022.  

 

Please note that those who were not successful at the first attempt, may
have made a second or third attempt to pass the checks. 

 

How many were removed from the register after failing the standard checks
3 times? 

 

Our response: 

 

Whilst we hold details of the number of ADI’s removed from the register
during the period noted above, this information is not recorded in a way
that will allow us to easily identify those ADI’s who were removed for
failing their standards checks three times. 

 

We have therefore engaged section 12 of the FoIA (cost of compliance
exceeds appropriate limit). This is because we have calculated the cost of
manually reviewing individual files will exceed the limit for central
government of £600.

 

This exemption is absolute and class-based which means it does not require
a public interest test and the information must fit the description
contained in the exemption, in this case cost of compliance exceeds
appropriate limit. We have provided a cost breakdown below.

 

We removed 104 ADI’s from the register from 1 April 2021 – 31 March 2022
as a result of the Registrars decision. To provide the requested
information we would have to manually review 104 records, which we
estimate would take approximately 20 minutes per record. 104 records at 20
minutes per record would take a total of 2080 minutes to locate and
collate the requested information, which equates to 34.6 hours.  

 

The costs limit for central government is £600. This equates to one member
of staff working for 3.5 days at £25 per hour, or 24 hours total. 34.6
hours would therefore exceed the costs limit set for central government. 

 

Note: DVSA is committed to helping drivers through a lifetime of safe
driving. Making changes to the way we prioritise ADIs for standards checks
will help DVSA to identify approved driving instructors who appear to be
bringing pupils for driving tests who may not be properly prepared to
drive unaccompanied safely and support all instructors in providing the
best level of training. High-quality instruction leads to high-quality
learner drivers who are better prepared to drive independently.
