3. Does the authority currently use any particular interventions? If so which systems do they use?
5. Are there any SENco cluster meetings/events? If so, what is the name
and contact details of the organiser?

Specialist Services for ALN
The Carmarthenshire Educational and Child Psychology Service (ECPS) is a high quality service with performance measures demonstrating the benefits for children and young people being realised through the application of psychological knowledge and skills across the Education and Children’s Services and in partnership with Health, families and children and young people themselves.
Carmarthenshire have commissioned Area 43 to manage and provide the school -based counselling service to its young people from year 6 to age 18. Professionally accredited counsellors experienced in working with children and young people are allocated to our 14 Secondary schools, 2 special schools, PRUs and to the Primary feeder year 6 pupils.
The Advisory Teachers for Dyslexia, Autism and Speech, Language and Communication offer support and guidance to schools and parents to support pupils in these areas. There is a well-established service to support dyslexic pupils and schools with pupils on the dyslexia continuum. There is also a well-established continuum of assessment and intervention, from early ChATT screening for speech and language difficulties, to phonological awareness screening (Welsh and English) and universal synthetic phonics teaching (Welsh and English) as well as a “talk to writing” approach.
The LA has a Minority Ethnic Achievement Service and a Gypsy Traveller Service.
The Local Authority has appointed an Advisory Teacher for ALN and an Inclusion Officer to support schools development towards ALN reform by implementing best practice. This role has been pivotal in developing schools’ use of provision mapping and progress tracking tools and modelling Person Centred Planning approaches.
The Local Authority has also employed a Family Support Worker.
EOTAS - the Local Authority has a Behaviour Support Community Team and provision in a KS3 PRU and a KS4 PRU. The Local Authority also employs an EOTAS officer who manages the provision of home tuition, provides advice to schools on exclusion procedures and monitors the wellbeing of vulnerable pupils eg Bullying, Physical Intervention Incidents.
Bilingual Sensory Impairment Service support children and young people with hearing or vision impairments from the ages of 0 to 19. In addition, the LA commissions the South West Wales Regional MSI Outreach Service to provide for learners with dual impairment.
The ALN Administration Team has four members and processes referrals for Statutory Assessment and issues statements where pupils’ needs meet county’s criteria
In future the Local Authority will be required to prepare an Individual Development Plan and ensure that any agreed additional learning provision set out in the IDP Action Plan is put in place for all CYP aged 0-25 who have been determined as having ALN and who are receiving or wish to receive education or training.

4. The ALN Department runs a termly ALNCO Forum for the county's ALNCOs covering a range of topics and to build capacity of all schools to meet the universal, targeted and specific needs of all children and young people. The Forum is organised by the ALN Managers. The ALN Department also offers a programme of training through the county's Inset training programme.
