Dear Swansea Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Swansea Council's Freedom of Information Officer's handling of my FOI request 'Accidents within the Brangwyn Hall Chamber'.
I requested the following information on the Council chamber at Brangwyn Hall as follows:-
1. How many accidents have been recorded and / or noted within the Brangwyn Hall Council Chamber between Januaury 2013 to date (as of 21st August 2017 when my request was submitted)
2. Please show any on a year to year basis.
3. Please also note what type of accident i.e trip / slip / fall.
I has a response advising
' We are unable to provide the information in the format you require as we are unable to report on a location where the accident occurred at the level you request. From our pulmonary assessment, we estimate that compliance with your request due to the amount of manual work involved would exceed the appropriate cost limit under section 12 of the act. This is currently £450. This represents the estimated cost of one person spending two and a half working days retrieving and extracting the information. The Council is not obliged to comply with your request and therefore, will not be processing your request further.'
Please note I have not requested the information in any format other than for the information to be provided in a clear fashion which it will be noted in within the reports (if any). As I would not envisage the accident books to be a mountain of work - and if they are that in itself would be very worrying, I am at a loss as to how this simple request would not fit within the criteria.
Could you advise if they are correct in closing this request without giving any information and if so, how this decision was reached as I would then look to escalating the request and negative response I have had.
