Response to this request is long overdue. By law, under all circumstances, Bolton Metropolitan Borough Council should have responded by now (details). You can complain by requesting an internal review.

Having tried to speak via telephone to Mr Sean Harriss for more than 4 years without success because he has never been in his office, please provide the following information.

1. How many times has a telephone call from a member of the public who asked to speak to Sean Harriss been put through to him personally.

2. If records are kept how many times since becoming Chief Executive have telephone calls not been put through.

3. Copies of any policy whereby the public have access to the Chief Executive of Bolton Council Mr Sean Harriss via telephone.

4. Any other detail or policies of public access to the Chief Executive of Bolton Council.

5. Copies of details of the Chief executive Mr Sean Harriss' salary

6. Copies of the details of the Chief Executive Mr Sean Harriss' expenses for 2008 to date.

7. Copies of details of Sean Harriss' salary prior to becoming Chief executive of Bolton Council, this information should be available from his job application details.

Further to your request for information received at this office on the 10
February 2011, I have to advise you that the Chief Executive receives many
calls and correspondence from members of the public which are then passed
to the appropriate Officer to deal with on behalf of the Chief Executive. 
I am afraid that we do not keep records of how many times a member of the
public has asked to speak to the Chief Executive by telephone.  Therefore,
it follows, that we have not kept a record of the number of calls put
through.   We do not hold any policies or details of public access to the
Chief Executive at Bolton.

 

You asked for details of the Chief Executive’s salary and this is, as you
are aware, contained within section 10 of the last published statement of
accounts and can be found at

In response to your request for the details of the Chief Executive, Mr
Sean Harriss’s expenses for 2008 to date. I attach a previously prepared
report providing details from 2007 to date.

 

You requested “copies of details of Sean Harriss’s salary prior to
becoming the Chief Executive of Bolton Council, this information should be
available from his job application details”. I advise you under section 17
of the Act that the information you requested is being withheld under the
Freedom of Information Act 2000 (“the Act”).  Under the Act Bolton Council
has a duty to supply any information it holds on requests, unless there is
an exemption.  It is the Council’s policy only to apply the exemptions
where there is a genuine risk of harm or prejudice. In this case, we
consider the exemption under section 40 [Personal Data] of the Act to
apply to this information. We cannot disclose the information to you
because to do so, would contravene the principles of the Data Protection
Act 1998.

Should you disagree with our decision you may appeal to the Director of
the Chief Executive’s Department, Bolton Council Council, Town Hall, BL1
