Thank you for your recent request to the council and your further
correspondence reducing the required material to 20 pages (pages 1-10 and
140-150) of the relevant contract. Please find attached the relevant pages
as requested.
 
Refusal Notice
 
Please note that some of the material you have requested is exempt from
disclosure and this email acts as a Refusal Notice in accordance with
Section 17 of the Act in respect of this information.
 
The information is exempt under Section 43(2) of the Freedom of
Information Act 2000.
 

* Information on page 19 of the attached document relates to the
Approved Supplier list for Q-Parks Ltd. This information relates
directly to the relationship between Q-Parks Ltd (a private company)
and their preferred/approved suppliers. Disclosure of this information
would put Q-Parks Ltd at an unfair disadvantage in disclosing their
commercial partnerships to their competitors. Although Q-Parks provide
a public service, it is the council's opinion that disclosure of this
information would undermine Q-Parks ability to trade in an open market
with regard to its other commercial interests. The public interest in
maintaining this exemption outweighs the public interest in disclosure
on this occasion.

 

* Information on page 21 of the attached document relates to Westminster
Car Parks Portfolio analysis and includes a breakdown to the minimum
and estimated budget for several car parks within Westminster,
including Abingdon Street. As this contract was let in January 2012,
disclosure of these figures would undermine the council's ability to
gain the best value for money for its taxpayers should potential
lessees know what price the council has budgeted for specific works on
these car parks. Consequently, the public interest is in favour of
maintaining the exemption at this time.

 
Should you be dissatisfied with the council's response, please set out
your grounds in writing to the address at the end of this email, quoting
your reference number.
