1/ Please confirm if the road & pedestrian areas were officially closed by either a Town & Police Clauses Act 1847, Section 21 or a Temporary Traffic Regulation Order 1994 Section 16. If another form of closure was used please provide which order was issued. For the 2018 & 2019 events.

2/ Please provide the documents or official order relating to the road closure (if issued) in 2018 & 2019.

3/ In 2015 a Food Festival was staged in Abergavenny. The area involved Cross St, Market St and King St.
Q/ Please provide the official road closure method and official document.

"Cross Street will be closed from 10am to 4pm from The Angel Hotel and extending into Market Street, to the rear of town hall. Fifteen on-street parking bays will be unavailable, and a further eight on-street parking spaces along Frogmore Street will be removed. We are seeking to re-provide those spaces elsewhere if possible. On-street parking spaces on Lion Street, between Market Street and the A40, will be pushed further into the carriageway. These measures will provide greater space for social distancing for pedestrians."

I refer to your request under the Freedom of Information Act 2000. The
figures shown in this response cover the periods requested i.e. boxing day
2018 & 2019 etc, however Highways would like to apologise that the
previous request (11904139) for this information was misread as relating
to 2021 boxing day event only.

Could you provide the following information:

1/ Please confirm if the road & pedestrian areas were officially closed by
either a Town & Police Clauses Act 1847, Section 21 or a Temporary Traffic
Regulation Order 1994 Section 16. If another form of closure was used
please provide which order was issued. For the 2018 & 2019 events.

• The road was closed under the Town and Police Clauses Act 1847 (TPCA)
in these instances.

 

2/ Please provide the documents or official order relating to the road
closure (if issued) in 2018 & 2019.

Q/ Please confirm the current status of this area and that this order is

• Order is still in place
• The order was to introduce a Temporary Prohibition of Driving on a
section of Cross Street and Market Street, from its junction with
Lower Castle Street to its intersection with the Brewery Yard Car park
exit between the hours of 10am to 4pm, Monday to Saturday.
