Dear Mr Farrell

 

I am writing regarding your request for information, received on 30
November. In that request, you asked us for dates, venues and attendees of
any meetings either formal or informal, which have taken place between the
end of the consultation period on 27th February 2018 to date on the A358
Taunton to Southfields scheme.

 

Highways England is committed to the wider government transparency and
open data agenda and is committed to help people obtain the information
they are looking for. Unfortunately, in this case the amount of
information you have requested is substantial. Gathering it together would
therefore be likely to involve a significant cost and diversion of
resources from the authority’s other work. This could mean that we might
have to refuse the request under the exceptions in the Environmental
Information Regulations 2004 covering requests that are manifestly
unreasonable or formulated in too general a manner.

 

The best way that we can help you is therefore to ask you to consider
whether you could narrow down your request to focus on the precise
information that you are seeking. You could ask, for example:

 

•         meetings of certain interest matter or workstream i.e.
procurement, internal project team meetings, communication and stakeholder
engagement etc.

 

•         reform or re-focus your request so that information may be
supplied i.e. narrow the date range, communication with a named external
stakeholder or organisation etc.

The meetings I am interested in are any meetings between Highways England Ltd and Somerset County Council, Taunton Deane Borough Council and South Somerset District Council. Additionally, meetings between H.E. Ltd. and any affected parish council, charity or other affected body (residents association - Scouting Association and the like) but not, individuals or businesses.
I seek the dates, venue and the attendees without redaction please.
I would be grateful to receive this information at your earliest convenience.

Thank you for your email of 10 December requesting dates, venues and
attendees of meetings between Highways England and Somerset County
Council, Taunton Deane Borough Council and South Somerset District
Council, affected parish councils, charity or other affected body on the
A358 Taunton to Southfields scheme.

 

I am writing to confirm that we have now completed our search for the
information requested and to let you know we have dealt with this request
under the terms of the Environmental Information Regulations 2004. This is
because the information requested concerns the construction of a new road.

Enclosed is a word document with dates, venues and attendees of all
meetings with the external stakeholders listed above since the last public
consultation. It is our policy to redact personal information of Highways
England employees below a certain pay grade and employees of our supplier
chain; and where stakeholders have agreed for their personal information
to be released, we have provided the information. 

 

These documents have been subject to redaction as some of the information
is being withheld in reliance on Regulations 12 (3) and 13 of the
Environmental Information Regulations 2004 (EIR), because it constitutes
personal data of which you are not the data subject.

 

If you are unhappy with the way we have handled your request you may ask
for an internal review within 2 months of the date of this response for
Freedom of Information requests and within 40 days for Environmental
Information Regulations requests.
