A break down of how UK Government Covid-19 funding is spent by the Welsh Government

Dear Welsh Government,

I understand from the media that the UK Government has made £5.2 billion available to the Welsh Government to be spent during the Covid-19 pandemic.

Please may I have a list, including amounts, of how that money has been spent and a total amount of how much money is unspent.

I would also like to know if that money isn't spent this financial year - guessing before 1st April - can the money be rolled over to the next financial year or does it have to be given back?

Dear Welsh Government,

Thank you for your reply. Sadly, I don't understand the budget documents and can't see how or where the Welsh Government has spent the £5.2 billion from the UK Government.

If the UK Government hasn't provided £5.2 billion please make that clear in your table as to what the Welsh Government has spent any funding from the UK Government on.

Also how much money is the Welsh Government looking to take over to next year?

Please see the response below to your follow up question on the above FoI
request.

 

In line with established practice, consequentials are added to the Welsh
Government’s reserves and details on allocations from reserves identified
in subsequent budgets. Changes to the Welsh Government's Departmental
Expenditure Limit fiscal resource budget are shown in the Table entitled
‘Sources of Finance for Welsh Government’ in each of the budget documents.

 

Details of allocations from the reserves via our supplementary budget
process can be found at:

 

•         Chapter 2 of the Explanatory Note (the items are listed from
page 6 onwards) of the first Supplementary Budget.  For ease of reference

Since the second Supplementary Budget in October a further £800m for Wales
has been announced by the UK Government, bringing the total additional
funding provided to Wales this financial year as a result of COVID
spending announcements in England to £5.2 billion.

 

The Welsh Government will be publishing the third Supplementary Budget
next week which will reflect the additional £800m and any movements to
budgets to reflect new allocations and the latest forecasts of spend by
portfolios. 

 

In terms of the actual amount to be carried forward, this will be subject
to Welsh Government’s final end year financial position and what
additional flexibility is agreed with the UK Government over and above
existing levels.
