As a regular user of the A4146 Stoke Hammond bypass, I am shocked by the number of repairs needed to this road.

Please can you provide;

1. A list of any checks and repairs made on the road in the last 12 months

2. Any general reports of the quality of the road

3. The details of any complaints made about the road

ENVIRONMENTAL INFORMATION REGULATIONS 2004 - INFORMATION REQUEST

Thank you for contacting Buckinghamshire County Council.

Your request for information has now been considered and the information you have requested is as follows and attached.

The dates of the safety inspections carried out on A4146 Stoke Hammond Bypass, as well as all defects identified and complaints received for the two years preceding your request dated 23rd March 2014, are detailed in the attached copy documents. (Please note that our database records this length of carriageway as A4146 Stoke Hammond Bypass which extends from Drayton Road to Leighton Road, Soulbury ). If however, you require more information covering a different section of the Stoke Hammond Bypass please do not hesitate to contact us.
Safety inspections of the carriageway are undertaken from a moving vehicle travelling at a maximum speed of 20mph with two persons present in the vehicle due to the classification of the road.

Stoke Hammond Bypass is a classified road and numbered A4146. As such, inspections are carried out at least 12 times per year. There is no road section number.

Hierarchy classification: This road is deemed to be maintenance category 2 and is part of a Principal 'A' road between Primary Destinations.

The defect intervention criteria for a category 1 carriageway defect is 40 mm or greater in depth and 300 mm in length or width.

The time period for a repair to be carried out after identification of a category 1 defect would be within a period of 24 hours for a pothole that meets the above criteria. If a temporary repair is undertaken to a category 1 defect, then a permanent repair will be carried out within 28 days. Other, less severe defects or larger structural problems will be programmed for appropriate repair over a longer time period, generally between 7 to 28 days, or as part of a routine maintenance programme and would depend on the severity of the defect.

The Council's current inspection policy was originally reviewed and set in accordance with the National Code of Practice following it's publication in 1989.

As we are sure you will be aware, the recent adverse weather conditions have led to the rapid deterioration of many roads across Buckinghamshire, indeed across most of the UK. The conditions were extreme and the marked increase in reporting road defects has evidenced this.

Buckinghamshire County Council as the Highway Authority has done everything, so far as reasonably practicable, in all circumstances, to deal with the situation and comply with our maintenance and inspection procedure. The Council has diverted substantial sums of money to engage additional resources to repair this unexpected and unprecedented amount of damage and our teams continue to work diligently throughout the county to find and repair these problems.
