Dear Mr Rogers,

 

We have received your request under the Freedom of Information Act but
would like to clarify a couple of items before releasing information.

 

Please could you confirm whether the request relates to the current A27
East of Lewes scheme that is committed to delivering smaller scale
junction improvements at Polegate, Wilmington and Berwick or does your
request relate to the recent study into providing a bypass to the north of
the current A27 between Cophall roundabout and Beddingham roundabout?

 

The reason for the clarification is because the title of the FOI request
referenced dualling and the body of the text requested reports from
Atkins. Atkins supported Highways England on the smaller scale junction
improvements scheme and no dual carriageway options were investigated. The
bypass study however did look at dual carriageway options but was
supported by WSP and not Atkins. Please clarify and we will send over the
information requested.

Please see an initial response below, however, please note we have a query
relating to ‘Request 2’.

 

o Request 1: Minutes of meetings between the A27 Reference Group and
Highways England since January 2017.

Relating to the A27 east of Lewes off-line study, Highways England
attended a meeting with the A27 Reference Group on 2^nd May 2018. The
minutes were prepared by the A27 Reference Group and the final minutes are
not held by Highways England.

 

o Request 2: Information relating to the A27 east of Lewes off-line
study.

o Initial query: Please supply copies of all reports commissioned by
Highways England from Atkins, the transport engineering consultants,
covering the A27 section between Lewes and Polegate, since January
2017.
o Clarification: It is indeed the recent study into providing a bypass
to the north of the current A27 between Cophall roundabout and
Beddingham roundabout that I seek, and I look forward to receiving
details.

We have been considering this request, however, a wide range of reporting
has been commissioned as part of the A27 east of Lewes off-line study.
Therefore, please could you kindly clarify the reporting or type of
information that you are interested in? Please let us know if you have any
questions on the scope of the study which could help make your request
more specific. Below is some background information on the work which we
hope is helpful. Also, to confirm the work was undertaken by WSP rather
than Atkins.

 

Background study information:

 

What is the purpose of the A27 east of Lewes off-line study?

The A27 east of the Beddingham roundabout has long standing congestion and
safety problems. The purpose of this east of Lewes off-line study is to
examine the need (or otherwise) to construct a new off-line section of
road between Lewes and Polegate. This is an early investigation and does
not represent a commitment from the Government to develop a scheme.

 

What is the scale of work which is being undertaken?

In Highways England, we have a project control framework to manage major
projects. Information on this is available at:

This study is at ‘stage 0’ in the project control framework, or the
‘strategy, shaping and prioritisation’ stage. The focus at this stage is
for the:

o Identification and prioritisation of potential transport issues
o Shaping, investigation and assessment of the viability of transport
scheme solutions to the problem.

 

It has not yet been decided whether an off-line route will be investigated
beyond ‘stage 0’. Projects may drop out of the project control framework
lifecycle at any point up to the commitment to invest if they fail value
for money, affordability or other criteria.

 

There was recently an announcement for an improvements scheme to the A27,
east of Lewes. How is this study different and how do they relate to each
other?

As part of the Government’s 2015-2020 Road Investment Strategy (RIS1),
funding was allocated to provide smaller scale improvements to the A27
between Beddingham roundabout and Polegate to provide localised benefits
to capacity, safety, sustainability and accessibility. The preferred route
was announced in 2017, and is unaffected by the east of Lewes off-line

The focus of the east of Lewes off-line study is to investigate a
longer-term improvement option, specifically to examine the need (or
otherwise) for the construction of a new off-line section of road. The
study takes into account the improvements scheme announced as part of
RIS1.

I am writing to request an internal review of Highways England Company Limited's handling of my FOI request 'A27 dualling options between Lewes and Polegate'.

1) I believe Highways England's assertion in response to a clear and simple request, i.e. " It should be noted that the appendices have not been included as they are not reports produced for this study, and are therefore out of the scope of the request" is specious and deliberately delaying. Reports and appendices are inseparable pieces of work assembled by WSP for Highways England, and should have been released.

2) Please investigate and report on the specific rationale in law for the redaction at bullet point 2 in 5.3.1 of the WSP Appraisal Specification Report.

I am keeping ICO across this correspondence. I believe that Highways England is systematically prevaricating on this issue.
