A14 littered lay-bys

Dear Daventry District Council,

I drove along the A14 from its junction with the M1 to Rothwell on 26th July.

I noticed a number of badly littered lay-bys. Checking later on google maps I realised that they were within your area.

Are you responsible for cleaning these lay-bys? If so, when were each of them cleaned prior to 26th July.
