MTRS FOIA, University of Manchester

Dear Mr Chester

Thank you for your email requesting data relating to the A106 medical
course at The University of Manchester. Please see below our response to
questions 1-4,6-7. Questions 5, 8-9 are being refused as the University
believes that the information is exempt under Section 12 of the Act – the
exemption which relates to cost of compliance. Please see the official
refusal notice below:

1) Cut-off/Threshold scores, and average scores, for the interview stage
for applicants receiving an offer, for the last 3 academic cycles
(2015-2016, 2016-2017, 2017-2018).

Please note that we have changed our entry criteria for the current UCAS
cycle, please do not rely on historical data for future applications. All
applicants should review our entry criteria and FAQ document published at:

[1]https://www.bmh.manchester.ac.uk/medicin...

Admissions Cycle Interview cut off Mean Interview score (Offer)
2017/18 There was no formal cut off, 82.22
but the lowest score we
offered to was 59
2016/17 60.71 82.15
2015/16 55 68.34

2) How applicants are scored to determine which ones are called for
interviews, and any cut-off scores for the last 3 academic cycles if
applicable.

We do not score or apply weightings to elements of applications. For a
full description of our selection process please see
here: [2]https://www.bmh.manchester.ac.uk/medicin...

3) How applicants are scored in the interviews themselves and any
applicable scoring sheets.

Our scoring process tests elements of the NHS ‘Values and Behaviours’ and
we also advise applicants to review GMC guidance entitled ‘Good Medical
Practice’, available from the GMC website.

4) The UKCAT cut-off/threshold scores, and average scores, for applicants
successful in gaining an interview, and for applicants successful in
gaining an offer, for the last 3 academic cycles.

Please note that due to changes to the UKCAT only reported three test
domains in 2016/17, therefore overall scores are lower for that year.

Cycle UKCAT Threshold UKCAT Mean (Interview) UKCAT Mean (Offer)
2017/18 2660 2733.59 2736.57
2016/17 1960 2068.9 2082.86
2015/16 2660 2752.61 2748.09

6) Number of applicants accepted through clearing.

Zero (we do not enter clearing).

7) Average UCAS points of applicants successful in gaining an offer.

We do not use the UCAS tariff point system to measure applicant
attainment, therefore we do not hold this data. For a detailed description
of our selection process please see
here: [3]https://www.bmh.manchester.ac.uk/medicin...

Refusal Notice

This Refusal Notice has been issued under Section 17 of the Freedom
of Information Act (FOIA) in respect of your request for information
under Section 1 (1) of the FOIA.  The University of Manchester confirms
that the information requested may be held but we are refusing to provide
it in response to your request as it is deemed to be exempt by virtue of
the listed exemption at Section 12.

Details of your request:

5) The number of applicants successful in gaining an interview with 3
A-Levels

The number of applicants successful in gaining an offer with 3
A-Levels

The number of applicants successful in gaining an interview with 4
A-Levels

The number of applicants successful in gaining an offer with 4
A-Levels

All of the above for the last 3 academic cycles, listed separately,
please.

8) For each applicant who was successful in obtaining an interview, can I
get a list of their UKCAT score, their GCSE's, predicted A Level results
and subjects studied.

9) For each applicant who was successful in obtaining an offer, can I get
a list of their UKCAT score, their GCSE's, predicted A Level results and
subjects studied.

Reason for our refusal

The information requested may be held but it is estimated that for staff
to look into providing this data would exceed 18 hours of work. Under
Section 12 of the FOIA we are not obliged to comply with the request if
the cost of compliance exceeds the appropriate limit, i.e., £450 or 18
hours labour at £25 per hour.  We have estimated that complying with your
request would exceed the appropriate limit

The requested data is not held in a reportable format. We do not score
grades, nor transcribe A-level predictions or GCSE results into a
spreadsheet. To find this information would require re-assessment of the
UCAS forms.  This task clearly cannot be accomplished within the 18 hour
‘Appropriate Limit’ (as defined in the Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004). As a result,
Section 12 of the FOIA applies and regrettably this task cannot be
undertaken at this stage.
