IMPFOI, Imperial College London

Dear Mr Colin,

Thank you for your information request.

Imperial College Medical School does not publish past papers/solutions
because many of the questions are likely to be reused in the future. The
provision of the examination papers and model solutions would undermine
the integrity of the examination and assessment process by conferring an
unfair advantage on individuals who viewed the papers and model solutions
and would disadvantage those who did not. This would have an adverse
effect on the Medical School’s ability to fairly assess the academic
achievement of students and would likely prejudice public confidence in
the College's assessment processes and the validity of our degree awards.
As the Medical School would not be able to reuse the questions on the
papers (if they were disclosed) for the reasons set out above, the
disclosure of these papers and model solutions would be disruptive and
necessitate the preparation of entirely new papers.  This would increase
the burden not only on staff within the team, but also on individuals
external to the College who act as external examiners (who would need to
review and approve the new papers).  This would be a disproportionate
burden to the College. Consequently the College considers the disclosure
of the requested information to be exempt under Section 36 (2) (C) of the
Freedom of Information Act, as it would prejudice the effective conduct of
public affairs.

As Section 36 is a qualified exemption, we have also considered whether
the public interest would favour disclosure in this case, despite the
factors mentioned above. Although the College recognises past papers can
assist students in their learning, and that there is a public interest in
the standards of course testing at the College, it is the College’s view
that, for the reasons outlined above, the public interest in maintaining
the exemption outweighs the public interest in this information.

If you are unhappy with the way that we have handled your request, you can
ask us to conduct a review. Please make your representation in writing
within 40 days of the date you received this response. If you remain
dissatisfied with how Imperial College has handled your request you may
then approach the [1]Information Commissioner’s Office.

Yours,

Freedom of Information Team
