Request that future meetings will have updates from the group  All 
circulated in advance. Time will then be provided at the 
meeting for group members to ask questions and make 
contributions. 
 
There was some concern that the minutes of the last meeting

had not fully captured the nature of the discussion or the 
extent of disagreement on some issues. Members of the group 
asked that the minutes capture the discussion in future.  This 
was agreed. 
 
The group agreed that the CSWG meetings are the strategic 
JC 
lead in terms of cycle safety. The detailed plans behind the 
actions need to be discussed at sub groups and/or offline and 
brought back to the main meeting.  Sub-groups to be set up 
where they do not yet exist. 
 
Some Sub Working Groups already exist and contribute to the 
ALL 
Cycle Safety Action Plan (see at bottom of minutes).  These 
will report regularly to the main Group.  Further working groups 
will be set up as the work of the main Group dictates.  
 
A CSAP Progress Form will be sent in advance of CSWG 
JC 
meeting to capture updates from all group members.  This 
ALL 
should be sent back one week before the meeting takes place 
to allow wider circulation.  The expectation of the Group is that 
updates will be read before the meeting and the meeting time 
can therefore be better spent on agreeing next steps and 
action. 
 
Concerns were raised by BD and CB with regards to the HGV 
 
and cycling research which was presented at the last meeting.   
The issue was that it didn’t give enough responsibility to the 
 
drivers (as well as cyclists) on mitigation of the blind spots.  
 
 
 
JC updated the group that she had met with the LCC (Charlie 
 
Lloyd and Alastair Hanton) on this specific issue and CL had 
 
agreed to provide a paper outlining the issues and suggest a 
 
way forward. This would include advice and training which 
 
could be given to drivers. 
 
 
 
CL to provide this paper to JC in advance of next meeting so 
CL, JC 
that it can be circulated to all CSWG members.

2 CSAP 
updates 
 
2.1 
CSAP: Overview of  progress to date 
 
 
Alexandra Goodship gave a presentation on the progress of 
 
the implementation of the CSAP (attached to minutes).  
 
 
 

Opportunity for group to comment and feedback on the FORS 
ALL 
online driver training (details within presentation). 
 
 
 
 
BD suggested that the content of cycle training needed to be 
 
reviewed:  
1. Identify inconsistencies in the training provided in 
London which may need to be addressed e.g. road 
positioning. 
2.  Agree what additional guidance may need to be 
provided for London in reference to causal factors in 
CSAP. 
3.  Identify any gaps in knowledge to help with point (1) 
and (2). 
BD to work with BCOG members to obtain this information and 
to provide a summary to the next meeting if possible. 
 
CB mentioned writing to the FTA (Natalie Chapman) to ask 
CB 
what safety devices they support. The response was that the 
FTA does not support any devices which are not mandatory. 
CB agreed to forward on the email to Gordon Telling so that 
the Group could get a clearer response which may contribute 
to CSAP action 3.6.11. 
 
BD asked that Cowlings are still considered although not yet 
BD 
something which is manufactured. BD to speak to FTA about 
how to take this forward. 
 
LM mentioned that TfL are still waiting for DfT to release 
LM 
research on motion sensors and will be meeting with DfT next 
week to discuss this. This should help to contribute to CSAP 
action 3.6.12.  LM will report back on the outcome of the DfT 
meeting at next meeting of CSWG.  
2.2 
Behaviour and enforcement update (CSAP action 3.4.1) 
 
 
SH gave an update on the step up in enforcement which is 
 
planned to deal with anti-social and dangerous road user 
behaviour.   She outlined the action the MPS will be taking to 
target all road users who are found to be: ignoring red lights, 
using mobile phones, cycling on pavements and so on.  There 
was some discussion about whether the message should 
more explicitly focus on the safety benefits of adhering to the 
rules of the road.  SH explained that the first aim of the 
campaign should be to highlight the need for ‘responsible’ 
road use, as part of the Share the Road message, but agreed 
there will be secondary safety benefits.  
There will be a media release on this work in Bike Week on 
the 24th June  
 
SH asked the group to think about how we can help to get 
ALL 
positive coverage though each organisations’ channels 
2.3 
Criminal justice research update (CSAP Action 3.4.2)

SH: Research project is progressing and a working group has 
 
been set up. Useful update from CB, CL and AH which has 
been considered in the scope of the project. Project due by 
December with an update provided at the October CSWG 
meeting. 
 
Once the project scope has been signed off this will be shared  SH 
with the group. 
 
RG asked that SMIDSY reporting and website details on 
SH 
where that goes in terms of the legal system is reported back 
to the group and considered within this project. 
2.4 
Update from CSWG members 
 
 
DS gave an update on the work the MPS are doing on 
 
enforcement and cycle safety: 
•  Considering publicity DVD on cycle safety. 
•  Academic research into HGV and cyclists behaviour, 
specifically looking at women and the disproportionate 
fatalities with HGVs. 
•  Working with Gordon at the FTA to look at changes to 
the Highway Code and consulting with the CSWG. 
•  Roadsafe website and videos being provided to help 
identify problem locations and dangerous driving. 
•  Working with the City of London to look at ASLs 
enforcement. 
•  Increased enforcement on the CSH. 
•  Rider diversion scheme – offering a course rather than 
a Fixed Penalty Notice (FPN). 
 
BD asked about who had been consulted on the DVD and DS 
 
responded that Charlie Lloyd at LCC had been consulted. 
 
BD asked whether the results from the research into a cycle 
 
safety code from TfL will be fed into the MPS DVD. DS replied 
that only the information available now can be considered 
 
CB said that the cycle training for freight drivers is something 
JC 
which some of the boroughs are doing and should be rolled 
out further.  JC to investigate further as part of her work on 
cycle training.  
3. 
Items for discussion 
 
3.1 
FTA/TfL MOU of cycling and update from FTA (CSAP 
 
Action 3.7.4) 
 
GT provided an update on the FTA/TfL Memorandum of 
 
Understanding on cycling. Purpose of the memorandum to 
reduce the potential for conflict between cyclists and goods 
vehicles and aim to reduce the number of deliveries at peak 
hours. Includes offering alternatives to certain deliveries and 
reviewing problematic loading activity. It also includes  
looking at the effectiveness of mirrors. 
 
MOU launching in w/c 5th July. GT has set up a Freight 
 
Operator Working Group to discuss how the MOU will work in 
detail. Metrics will include 0% culture for collisions. 

 
AH asked whether CSAP actions 3.6.1, 3.9.2 and 3.9.53 will be   
addressed within the MOU and the working Group.  
 
 
 
GT agreed that it would be useful to speak further with the 
GT  
cycling groups about how to take the MOU forward, which 
 
would include the actions the FTA are responsible for in the 
 
CSAP. 
 
 
 
MOU to be sent to the group with the minutes.

GT to provide JC with examples of how the MOU will work in 
GT 
practice so that this can be used for PR and launch 
information. 
3.2 
Letter for bereaved families 
 
 
 
 
CB agreed to take this forward outside the meeting with Dave 
 
Snelling and will report back at the next meeting.

3.3 
HGV/Cycling marketing update 
 
 
CM gave an update on the Cycle Safety Marketing campaign.    
 
The HGV/cyclists campaign to launch on 5th July. Key strap 
 
line of the campaign ‘undertaking lorries on the nearside can 
be fatal’ which has been user tested and highlights lorry blind 
spots (something which earlier research picked up as cyclists 
needing to know). Campaign to be in Central London as 
adverts, on bike hangers and as a viral campaign.  
 
Addressing cyclists is one part of the wider campaign 
 
addressing all road users. A complementary piece of work 
aimed at the Freight drivers will also be taken forward.  
 
CM agreed to circulate the visual for the campaign to CSWG 
CM 
members at a later date before the launch. 
3.4 
Cycle Superhighways 
 
 
RS gave an update on Cycle Superhighways. Presentation 
 
attached with minutes.  
 
 
 
RD asked RS what monitoring will be done on the CSH with 
 
regards to the Trixi mirrors. Details of this have been sent with 
JC 
the minutes.  
 
RS reminded all members they are invited to attend the launch 
on Clapham Common, 19th July.

CSAP 3.6.1: Work with the freight industry as a matter of urgency to identify the most appropriate and 
cost effective safety device (standard specification and retrofitting) for large goods vehicles. Side 
guards and motion sensors to be considered. 
 
CSAP 3.9.2: Work with the FTA and others in identifying and piloting technical solutions to develop 
improved vehicle design and the concept of an urban lorry. 
 
CSAP 3.9.5: Work with the Freight industry to improve cyclist safety to explore new ways to engage 
and understand the industry perspective and communicate messages (such as through training and 
promotion) and to develop technical solutions that could improve cycle safety. 

 
RG: Best bit of CSH are the smarter travel measures, cycle 
 
training and work around the junctions. Comment made that 
inspection meetings are of a lower standard that CRISPS and 
documentations.  
 
RS: Reminded that the CSH 7 and 3 are pilots where 
monitoring and improvements can be made. 
3.5 
Motorcycles in bus lanes  
 
 
LM gave an update on the motorcycles in bus lanes trial: 
 
-  There has not been an increase in pedal cyclist 
 
collisions 
 
-  There has been an increase in collisions between 
 
motorcycles and motorists, mainly from collisions from 
 
cars coming out of side roads. 
 
-  The Mayor wants to conduct a further 18 month trial 
 
which will be complemented with road safety and 
 
enforcement measures.  
 
-  All the groups consulted on the previous trial will be 
 
engaged with again. 
 
-  There is complex monitoring which needs discussion 
 
and LM will be setting up meetings with key stakeholder   
groups to discuss the outcomes of the monitoring in 
LM 
more detail.

TfL will take away the comments today on how to make the 
LM 
most out of the meetings.  
Agree to: 
-  Provide more detail on the discussions that take place 
-  To collate and send progress reports from all the group 
members in advance of the meeting. 
-  Allow time at the meeting to discuss what has been 
sent around in advance for review. 
-  Ensure the meeting is the strategic lead on cycle safety 
and the Cycle Safety Action Plan. 
-  Set up Sub meetings for members that wish to discuss 
specific items in more detail where this supports the 
main work of the Group.
