I am writing to request an internal review of Chichester District Council's handling of my FOI request 'Car Parking within Chichester'.

Your response to my request, in a number of areas, states that all the information I seek is available on the CDC website. Firstly, I do not believe this to be true and secondly the Information Commissioner's Office considers that the minimum standard for your response should be the URL of the webpages concerned.

I cannot find anywhere, for example, the correspondance between the Chichester Festival Theatre and CDC concerning the Theatre's proposal to share evening car parking revenues with CDC.

Furthermore, a number of your responses are comments without the information requested being provided. For example, if no impact assessment has been made on the planned introduction of car parking charges, who took this decision and how is it documented. What is CDC's criteria for an impact assessment since one was undertaken for the introduction of much smaller car parking charges in Midhurst.

Also, clearly there has been correspondnace with Chichester Rugby Club about their subcontracting their car park to raise revenue from the University and not to pass this revenue onto CDC. This correspondance does not appear to be anywhere on your website. Please provide all this information as requested.

Concerning the expected £180,000 that Sunday car parking is expected to raise. Can you please provide a copy of this calculation and details of how it was made and the expected £29,000 of costs that it will incur. Can you please provide correspondance with WSCC that agrees to share these costs even though WSCC does not charge for on-street parking on Sundays.

For clarity, is the £29,000 costs incurred shared £14,500 each by CDC and WSCC or otherwise what are the costs to each.

Please provide a copy of the SLA agreement and break clause provisions with the Festival Theatre.

Concerning consulation with Chichester City Council, when was the Council consulted about the current car parking Order allowing CDC to charge all day, every day? Please provide full copies of the corresponadance when this consultation was undertaken.

Dear Marilyn Blunden,

Diane Shepherd states in her response para.3 that CDC has not been a party to the agreement between Chichester Rugby Club and the University to lease its part of Oaklands Park for £6,000 for car parking.

This is untrue. CDC is a party to this agreement and specifically sanctioned its approval by signing "for and on behalf of the District Council of Chichester".

Please provides copies of all documentation, notes & correspondence concerning this matter. Specifically, who approved to give away any financial benefit that CDC could have gained for the benefit of the Rugby Club?

I refer to your email of the 23 January 2012.

The Car Park adjoining the Rugby Clubhouse was constructed by the Rugby
Club many years ago when the Clubhouse was built.  If it had not been
constructed by the Rugby Club it would not be available for use.  The car
park comprises park of the premises demised to the Rugby Club and it is
the Rugby Club, not the District Council, that is able to arrange use by
another party as permitted by the lease.  The Rugby Club had previously
permitted staff of the Nuffield hospital to use the car park as
specifically permitted by the lease and the District Council were made a
party to the Licence to the University to confirm the Council's agreement
to the change of licensee.  As the lease to the Rugby Club permitted use
of the car park by another party the Council did not have reasonable
grounds to object to the new Licence.

As previously advised the terms for the Licence were negotiated between
the Rugby Club and the University and the Council was not a party to those
discussion and does not therefore hold any correspondence from that time
relating to those discussions and negotiations.
