Thank you for your request for information received on 27 September 2022,
in which you asked for the following:
1. Please provide any records for 2022, 2019, 2018, of any Licence
breaches that the Council's Licensing Dept. identified in respect of
Live Nation / Festival Republic, for events in Finsbury Park, together
with any warnings given or sanctions applied (financial or
non-financial);
No breaches –
1. For 2021/2022, please provide any correspondence between the Licensing
department and the Parks / events department that pertain to events in
Finsbury park.
My response is as follows:
1. Breaches 2018-2022
The Licensing Act 2003 requires the Authority to act in a reasonable and
proportionate manner, we would seek to work out the how and why and if the
findings show that Festival Republic wilfully breached a condition we
would certainly follow our Enforcement Concordat and issue a written
warning initially. The ultimate sanction under the Licensing Act 2003
would be to review a Premises Licence should we have evidence of the
licence holder failing to observe, uphold and promote the licensing
objectives.
Noise Levels 2018:
Noise levels are proactively monitored throughout the course
of the weekend. The noise limit was breached on one occasion during the
headline act on Sunday evening. This was immediately identified and sound
levels
reduced.
Noise Levels 2019:
We generally found the levels were in compliance with the Premises
Licence.
Noise 2022:
We are aware that there were minor issues of the noise levels at some
locations. For example,
• three periods over the three days of Wireless were over the limit at
Woodstock Rd.
• On the second weekend there were two periods when the limit at Rowley
Gardens was exceeded by less than 2 decibels.
Whilst they were technically a breach the Council Noise RA and independent
acoustic consultant has not suggested that the situations that occurred
warranted any further action than the steps taken on the day and any
subsequent matters that will be done to reassess the monitoring locations.

Thank you for your on-time response and for replying to the origin of the above request.
There are some 125 attachments that can only be downloaded separately. These include 57 html files, 23 pngs, 19 jpgs, 12 pdfs, six gifs, four docx files and a couple of text files.
I would be grateful if either you, or someone else at the Council end, could please compress these relatively small files into a single file (zip?), or just a few files, in order to reduce the time involved in 125 separate download operations.
I'm sure you're familiar with Section 16 of the Freedom of Information Act (2000) about helpfulness and I hope this won't be a problem: a compression into a single file should take only seconds and can only be performed at the Council's side.

Many thanks for your prompt attention.
You have sent the single file as I requested and it is in .zip format.
It downloads as expected and un-zips.
Unfortunately there's still a technical problem!
It expands into 47 files only and rather than into the original six or seven file formats, each file is in a single, foreign format, which is ".msg".
I don't appear to be able to include here, my screenshot of the downloaded expanded files, either as an in-line image or as attachment, but could email it if it is any use; I appreciate you are trying to help.
Can could all the various 123 or 125 files be placed in a single folder, that folder be zipped and then uploaded to WDTK dot com please. I don't want to put you to a lot of extra trouble as that would defeat the object of the exercise. If this is not easily possible then I will need to download all the original files individually.
