Toilet sale/lease Queens Drive Orcombe Point Approach

We're waiting for Ian Woolger to read a recent response and update the status.

Dear East Devon District Council, you have recently awarded a lease on the toilets located half way along the Orcombe point end of Queens drive Exmouth. The bidders where requested to state what rental they where prepared to pay and their ideas for the development with particular focus on the provision of some public toilet facilities. I would request the following information:
A) The process used to select a bidder and the reasons the successful bidder was chosen?

B) The list of Councillors who made the selection process?

C) Any councillors who expressed an interest and removed themselves due to a conflict of interest?

D) What public access toilet provision was promised by the successful bidder?

E) What Exmouth Councillors where involved in the consultation and selection process.

F) An example of what due diligence was exercised by the selecting officers to check the fiscal security and trading history of all those involved in bidding.

A) The process used to select a bidder and the reasons the successful
bidder was chosen? - The process used to select the winning bid was set
out in the Public Toilet Advice Note  July 2022 (as attached) which was
issued to parties who had expressed an interest in Orcombe Point and also
the Cabinet Report 1^st December 2021 .

B) The list of Councillors who made the selection process? - The Cabinet
Report of 1^st December 2021 confirmed who had authority to make the
 final decision using the approach set out in the Public Toilet Advice
Note July 2022. Officers collated all bids, assessed them against
the stated criteria and sent the scoring matrix (attached) to the
Portfolio Holder for Coast Country & Environment, Cllr Geoff Jung.  Other
Cllrs were also asked for their input being Paul Hayward as Deputy Leader
of the Council and Portfolio Holder Economy and Assets and Cllr Nick
Hookway as Portfolio Holder for Tourism, Sport, Leisure and Culture.

C) Any councillors who expressed an interest and removed themselves due to
a conflict of interest? - None of the Councillors involved in the approval
process removed themselves .

D) What public access toilet provision was promised by the successful
bidder? - The successful bidder will provide a publicly assessable toilet.

E) What Exmouth Councillors where involved in the consultation and
selection process. - The Ward Councillors for Exmouth Littleham were
consulted being Cllr Bruce De Saram, Cllr Nick Hookway & Cllr Chris
Wright.
F) An example of what due diligence was exercised by the selecting
officers to check the fiscal security and trading history of all those
involved in bidding. - The areas of due diligence which will be now
undertaken in detail in respect of the successful bidder were set out in
the Public Toilet Advice Note July 2022. This Advice Note was sent to all
those who had expressed an interest in Orcombe Point. Point 1 in the
Advice Note confirms the extent of the information which will be required
from the winning bidder as provision of all of this information was not
expected at the initial offer stage although some Bidders did include some
of what was listed with their initial offer.
