Funds passed to Aberdeen Inspired for Street signage

Background
Aberdeen Inspired receives public funds and benefits paid for by the taxpayer. They refuse to answer my emails and my FOIs concerning same. Central Government personnel tell me that when it came to its Town Centre fund contributing to the street signs Aberdeen Inspired commissioned and had installed, that this money was paid to the city council, which then gave those funds to Aberdeen Inspired. No tender exercise was held for the approximately £400k contract Aberdeen Inspired awarded for these signs. In the absence of AI explaining how it came to award this contract to an English firm linked I note to John Lewis, which was then connected to Aberdeen Inspired, I have the following questions:

1. How much money did Aberdeen City Council (ACC) receive from the cenetral government's Town Centre Scheme, when was it received, and when and how much was transferred to Aberdeen Inspired (AI)?

2. Please share correspondence (emails, letters, reports) between ACC officers, staff and councillors and AI which pertain to the streetsign project from 1 February 2021 through today, 14 July 2022. I cannot see how this would pose any problem as the time frame is not very long, the project is rather specific, and ACC operatives do not seem to have that much control over the project once the money was handed over.

3. Please supply copies of any and all invoices, bills, requests for funds, disbursements made, accounts relating to the street signs or any other matter to or from ACC and AI for the past four years.

Total received £1,835,000. 2019 - £1,351,000 and 2020 - £484,000

Aberdeen Inspired received £400,000 for suspended sign and £80,000 for
parklets

project from 1 February 2021 through today, 14 July 2022.  I cannot see
how this would pose any problem as the time frame is not very long, the
project is rather specific, and ACC operatives do not seem to have that

Due to its size, we are unable to attach it here.

Please note that third party names and personal details, as well as the
names of Officers who are below Chief Officer level have been redacted
from the attached documents. This is because we consider that this
information is exempt from disclosure.

In making this decision Aberdeen City Council considered the following
points:

We are of the opinion that Section 38(1)(b) applies to your request as the
information in question is personal information relating to living
individuals, who can be identified from it.

Further, Section 38(2)(a)(i) applies, as we consider that disclosure of
this information would be a breach of the first Data Protection Principle
(that personal information must be processed fairly and lawfully).

We handled your request for information in accordance with the provisions
of the Freedom of Information (Scotland) Act 2002.

If you are dissatisfied with the way we have handled your request or the
