Location details for 5G antennae infrastructure

East Devon District Council did not have the information requested.

Dear East Devon District Council,
I require information about the exact location of 5G service antennae, both existing infrastructure and that which has been approved or granted planning permission but is yet to be installed and deployed.
I understand that planning approval is no longer required for telecommunications installations but as the district council will be aware of where masts and antennaes are installed, my request for information is being sent to you.
This information is essential for me as I suffer from debilitating electrohypersensitivity and need to move house for this reason.

Dear FOI EDDC,
I have searched the EDDC planning portal I cannot see any information regardingt 5G installations across the district. I am using the 'Ookla 5G map' to see where installations are going up and when the services are activated and there has recently been a significant number of new 5G services going up across east devon and beyond. Unfortunately Ookla only gives information such as e.g. 'Kerswell', 'Harpford', 'Clyst Hydon' etc. and who the operator of the service is. The precise location is not given by Ookla and it does not appear to be on the planning portal for east devon either.
It is imperative that information regarding the location of wireless telecommunication installations is made readily available to members of the public, in particular to individuals such as myself who are severely electrohypersensitive.
Please can greater effort be made by EDDC to provide this information to me.

Thank you for your email. You have requested an internal review of your
FOI response. I am sorry that you were unhappy with the response provided.

 

I have reviewed what was sent to you under FOI and you had requested
specifically ‘information about the exact location of 5G service antennae,
both existing infrastructure and that which has been approved or granted
planning permission but is yet to be installed and deployed’.

 

You were advised that this information can be retrieved from our planning
portal on our web site. This is the case still. All 5G service antennae
applications that we have received and have been progressed will be
published on the planning portal. 

 

You will need to type in the word ‘TEL’ into the ‘application reference’
tab and you can narrow the search by filling in the date parameters at the
bottom. You can also use other filters such as ‘status’ to only select
those that are approved/allowed/refused etc.

 

You will then need to filter the applications yourself that fall within
the scope of your FOI enquiry. As this information is available to search
on our website it is exempt under section 21 of the FOI Act 2000 -
Information reasonably accessible to the applicant by other means.

Thank you for your response. I followed your advice regarding searching and was overwhelmed with tree felling applications so it does not seem to have made searching for mobile telecommunication infrastructure easy or effective.
I am more concerned with aspects of 5G rollout where prior consent exists and so applications do not need to be made to EDDC via the planning portal.
Can you please advise how many 5G antennae are now installed and operative in East Devon which did not require a full planning application but which already had prior consent according to the government legislation which applies to the rollout or upgrading of telecommunication equipment..

Dear FOI EDDC,

We have already advised you that the only information we hold is held
within the panning portal where you can search for the information
yourself. If there are no planning applications in the area you are
searching in then there are no 5G antennae that we have received a
planning application for.

I note your decision that the information I requested is already available elsewhere, but would be grateful if you could point me to its exact location. To be clear, I am requesting information about mast installations which have been able to bypass the planning application process and so do not appear within a search on EDDC's planning portal.

Dear FOI EDDC,

To save us all any more wasted time with this 'Groundhog day' scenario, please confirm answers to the following three questions:

1. Does EDDC have knowledge of the location of 5G infrastructure which has been installed in East Devon, having bypassed the need for a full planning application e.g. Installations with permitted development rights or prior approval (i.e. it won't appear anywhere on the planning portal)?
This would be a 'yes' or 'no' response.

2. If 'yes', what are the locations of 5G infrastructure installations which have bypassed planning?
3. If 'no' can you please signpost me to an organisation or website who can provide this information to me.

To remind you of the context for my enquiry, I have severe, disabling electrohypersensitivity (EHS) and need to move house as a consequence of the deterioration of my current living environment. Before I made this FOI request I, of course, searched the planning portal for information concerning where 5G emitting antennae are present, Unfortunately, those listed are fewer than those suggested by telecommunications providers (such as EE) and Ookla, who track the roll-out of 5G services around the world.
I therefore have a contradictory and incomplete picture of the developing electromagnetic environment, particularly in relation to 5G, and so am seeking the facts of the situation.
Furthermore, whilst I felt confident to detect and measure electromagnetic radiation associated with earlier generations of telecommunication technology, this is not the case with 5G.

In order for me to manage my disabling health condition, I have to know where the optimal locations are for me to live and spend time in. My health will deteriorate further if I cannot find a low-EMF environment in which to live, and so I'd likely become a drain on the NHS and social care sector as a result.

I was under the impression that EDDC has a responsibility to promote the health and independence of all residents living in the district and is bound by the framework of the 2010 Equalities Act to ensure all staff act in ways which do not discriminate against people with disabilities. And yet, EDDC has been and continues to be unhelpful in respect of several issues relating to my living circumstances and this revolving Section 21 response not to provide me with information I need to maintain any health I have left is just another example. It is not an adequate or even appropriate response. My question was never about information appearing on the planning portal. I had already searched and seen that before I made this request for more information.

So I repeat, does EDDC know the locations of 5G infrastructure which had prior planning approval and/or permitted development rights, as per Central Government policy, and so is not on the portal? Yes or No?
