Thank you for your request received by us on 10 May 2022 asking for
information about bus stations.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act and our information access policy. 

 

TfL is responsible for around 50 bus stations. Please see the published
document Station Public Realm Design Guidance available via

for your perusal. If you are interested in a particular bus station,
please let us know which one.

 

In accordance with section 21 of the FOI Act, we are not obliged to supply
you with a copy of the requested information as it is already accessible
to you elsewhere.

Dear FOI,

My request is for copies of all design manuals / guidance for bus stations, which are produced by London Buses / Transport for London and in current use.

Station Public Realm Design Guidance (TfL, August 2015) applies to the public realm outside stations and is not an example of design manuals / guidance for bus stations. It doesn’t cover obvious topics such as bus layover stands and bus driver toilets.

Operational And Construction Guidelines (London Bus Services Limited, April 2002) would be an example of design manuals / guidance for bus stations, if it were in current use. Its replacement is likely to be an example. Please reconsider my request.

I am contacting you in regards to your request for an internal review of
TfL’s response to your request for information under the Freedom of
Information (FOI) Act 2000. Following your email of 23 May 2022 a review
has been carried out by a panel who were not involved in preparing the
original response (FOI-0312-2223)

 

To confirm, on the 19 April you specifically asked - Could I please
request copies of all design manuals / guidance for bus stations, which
are produced by London Buses / Transport for London and in current use.

 

The panel have liaised with the FOI case officer who considered that your
request, as it was framed, was ambiguous and wide in scope.  To endeavour
to assist you the case officer responded with a link to published
information and invited you to respond identifying specific information
that maybe of interest to try and focus your request more succinctly.  

 

Whilst the panel agree that your original request was wide in scope by
asking for “copies of all”, in retrospect it would have been more
efficient to ask for clarification of what you sought and advise that as
it stood your request was not clear and we require more specificity as to
what you are seeking (i.e. named stations for example).  The application
of a s21 exemption in this instance was limiting in its advice and
guidance regarding your request, please accept our apologies.

 

As advised your request needs to be more focused as to what you are
seeking to allow us to ascertain where, and if, we hold the information
across an organisation as vast as TfL. Additionally if you can focus on
particular locations then this could reduce the possibility of the
Appropriate Fees Limit under s12 of the FOI being exceed.

 

Again please accept our apologies for an inconvenience caused. Any new

information you seek, however if you are dissatisfied with the internal
