I am writing in response to your email received by Post Office Limited (“
Post Office”) on 7
January, which has been dealt with under the terms of the Freedom of Information Act
2000 (“
FOIA”).
In your email you have requested the following information following a response to
FOI2021/01098 which can be found
here:
Please can you therefore provide the number of surveys and their title headings that
were carried out on a company wide basis since March 2020.
As mentioned in our reply dated 05 January, I can confirm that Post Office does hold the
information you have requested however, as stated previously, Post Office believes that to
determine the exact information that you require would significantly exceed the cost limit
set out under Section 12(1) of the Act. For the avoidance of doubt, merely to identify the
surveys held by al departments will exceed 18 hours.
The appropriate limit for Post Office is set at £450. This represents the estimated cost of
one person spending 18 hours in determining whether we hold the information, and in
locating, retrieving and extracting the information. Post Office carries out numerous
surveys each year ranging from all staff surveys on a number of topics to individual
surveys following interactions with various teams. Our surveys are not managed centrally
so to determine what surveys had been carried out, we would need to approach each
team in Post Office who would then have to search through their records to determine if
any surveys existed. This would, in our opinion, exceed the 18 hours’ time limit and
therefore the exemption is engaged.
In accordance with Post Office’s obligations under Section 16 of the Act, we have
considered how you may narrow your request. If you were to identify a specific survey (or
surveys) that may help us to narrow our search. For example, Post Office carries out
surveys on Wellbeing, Engagement, Diversity & Inclusion and Corporate Social
Responsibility to name but a few. Should you wish to narrow the scope of your request,
we will treat it as a new request.
