Llandybie Community Councillor's Oath of Office

The request was successful.

Dear Llandybie Community Council,

As part of a research study to include community democracy.

Please could you cite me full details of the "Oath of Office" as sworn by Llandybie Community Councillors prior taking up their formal roles as Elected Llandybie Community Council Councillors.

Please advise as to whether the same "Oath of Office" applies to the Chair of the Council, and or whether a replacement or additional "Oath of Office applies when sitting as Chair?

Please advise as to which "Oath of Office" applies when a County Councillor is sitting in the Community Council Chamber as Community Councillor? Please clarify any doubt by citing protocol and standings of respective Community and or County Council oaths in this regard?

Are all Llandybie Community Councillors duty bound to adhere in taking the Oath of Office? In other words, has any serving Councillor chosen not to take the Oath?

Does an "oath of office" apply for an officer of the Council prior to or thereafter when accepting position of Clerk and or Technical Officer for the Community Council?

Yours faithfully,

M Bowen

Dear Mr Bowen,
1)The 'Oath of Office' for Llandybie Community Council is attached for
your information. The signatory would generally have the option of signing
either the Welsh or English version.
2)The Chair and Vice Chair of the Council in any one year, would sign the
same Oath , but indicating the office held .
3) Any County Councillor, also elected as a Community Councillor would
sign the same 'Oath of Office'. As such there would be no 'protocol'
issues.
4) All Llandybie Community Councillors are duty bound to sign the
declaration. There are no records on file indicating that any Councillor
has refused to sign.
5) The 'Oath of Office' does not apply to the Proper Officer of the
Council as that person is a fully contracted employed staff member who
operates within the guidelines set out in the Standing Orders and
Financial Regulations of the Council. Should the Proper Officer
subsequently become a Councillor after leaving his position , there would
be an expectation that the 'Oath of Office ' be signed.
Yours Sincerely,

Clerk - Llandybie Community Council
