Thanks to Alison Biddulph for her reply. Despite saying that she is unable to provide me with the information I requested, she has, in fact, answered my question. The Government Office for Yorkshire and the Humber has NOT made any representations to the DfT regarding the Humber Bridge debt.

I will be writing an open letter to the GOYH asking for an explanation of their role and policies in promoting social and economic development in the Humber region.
