I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.

I would like data on the total number of domestic abuse-related offences recorded by the force between 2016, 2017, 2018, 2019 and 2020, broken down by the victim’s ethnicity.

Please send me:

1). The number and type of crime outcomes recorded for domestic-abuse related offences*, broken down by sex and ethnicity of the victim, and the nature of the offence – eg psychological, physical, sexual or emotional. Please only include offences that have been assigned an outcome, and group them by the year the outcome was recorded rather than the year the crime took place.

2). Of the cases that resulted in a charge or summons in part 1 of this request (by year the outcome was recorded), please provide a breakdown of the sex and ethnicity of the suspect, whilst retaining the breakdown of the sex and ethnicity of the victim

3). The number of times a suspect was arrested in relation to a domestic abuse-related offence, broken down by the sex and ethnicity of the suspect and of the victim

4). The number of women who sought a domestic abuse protection order, by ethnicity

5). The number of women who were granted a domestic abuse protection order, by ethnicity

6). The number of men who sought a domestic abuse protection order, by ethnicity

Section 1 of the Freedom of Information Act 2000 (FOIA) places two duties
on public authorities.  Unless exemptions apply, the first duty at Section

In respect of Sec 1(1)(a), Essex Police does hold information relating to
your request in respect of Question 1 2 and 3, and under Section 1(1)(b)

The results and findings of the FOI 15780 Domestic Abuse Crime Data by
ethnicity from 2016 to 2020 are presented below. The results are also
attached in an Excel spreadsheet.

The data is correct as at 21.6.21

 

Key points to note:

All relevant crime outcomes for Domestic Abuse related Offences (whereby a
NC/11 Investigation was present) were gathered from January 2016 to
December 2020.

The crime outcome types have been broken down by the ethnicity and gender
(sex) of the victims or suspects where needed.

Outcome types 1 and 1A were used to filter out records where the
perpetrator had been charged or summoned for a domestic abuse related
offence.

The number of arrests for domestic abuse related offences have been
recorded from January 2016 to December 2020 and have also been presented
in a table.

Dates Period:

1^st January 2016 to 31^st December 2020

 

A total of 127,906 crime outcome decisions were made between 1^st January
2016 and 31^st December 2020 for domestic violence reports received by
Essex Police.

A total of 137,383 arrests were made for domestic violence related
offences between 1^st January 2016 and 31^st December 2020 by Essex
Police.

Under the Freedom of Information Act we are required to reply within 20
working days. The Act does not specify a limit to the number of
information requests a public authority may receive or the number of
requests or questions an applicant may submit. However, there are
exemptions in the Act that can apply and these include where the cost of
complying with the request would extend beyond the reasonable cost limit,
(currently 18 hours or £450), or if the request is otherwise manifestly
unreasonable in its scope or nature.

'We also found a lack of recording of ethnicity data during our crime file review for this report. We found that 31 percent of sexual offence and rape files didn’t have the victim’s ethnicity information recorded. Additionally, in the crime data integrity audit data, 23 percent of recorded sexual offences, 20 percent of recorded rape offences and 14 percent of recorded N100 reported incidents of rape didn’t include the ethnicity of the victims.'

The substantial overlap between domestic abuse and sexual offending is significant and requires consideration in investigative strategies, safeguarding and how officers engage victims of different backgrounds. 'In 61 percent of all records, the ethnicity of the victim was missing. In addition, 26 percent of records had no stated sex and 27 percent had no stated age. This means forces are unable to accurately assess the full impact of crime, or the quality of their service, on people from different demographic groups. This situation presents a real risk to any plans for improving the service provided to women and girls, and to plans aimed at improving diversity, equality and inclusion more generally.'
