CRT's claimed "invitation to tender" for Electrofishing and removing fish from Waterways

Dear Canal & River Trust,
A company called MEM fisheries is being used by the Fisheries manager of Canal & Rivers Trust Mr John Ellis, who by the way is a former director of MEM Fisheries, to systmatically electrofish the midlands canal network and subsequently remove large quantities of various fish species.
I would like you to provide me a copy of the CRT's claimed "invitation to tender" for this process

Please see attached the invitation to tender document for the fisheries management contract from 2021 - 2024.

I note you have also raised concerns regarding the Fisheries manager being linked to MEM Fisheries however I can confirm the Trust is satisfied that our tender processes are open fair and inclusive and that there is no conflict of interest.

Dear Information Request,
You have sent me a copy of your new tender document for 2021 but what I require is a copy of the Tender document for the period 1995 to 2020 inclusive when the contract was awarded to MEM Fisheries. Also please provide the information as to why the contract was awarded to MEM Fisheries as opposed to other tenderees, who decided on who the contract was awarded to and also how many other companies were considered in the tender process.

Dear Mr Hodges,

The Trust tendered out the fisheries contract in 2007, 2013/2014 (this was this was initially a 4 year contract however was extended with the approval of the Procurement Sub Executive Committee in 2018 to 2021) and 2021.

The 2007 procurement process was done under a much less formal process and as such documentation is minimal and not something we have documentation for. There was no ITT it was much more cost focussed rather than covering the wider aspects such as financial standing, H&S, E&H and other modern legislative requirements.

I have attached the ITT for the 2013 Tender, it is dated 2014 as the process commenced during the Winter of 2013 with Equal and Prequalification phases.

I have also attached the evaluation table for the fisheries contract tender. As you can see from the table there were 6 potential contractors who were all scored against different areas in line with our procurement process. The table attached shows the combined score of which was used to award the contract to MEM fisheries.
