I am requesting information under the Environmental Information Regulations 2004 regarding communications between Natural England and the applicant(s)/holder(s) of great crested newt mitigation licences for the land known as Kingmoor Park Industrial Estate, Land North of Kings Drive, Carlisle, Cumbria, CA6 4SE since 2016. I understand a licence numbered 2017-29917-EPS-MIT-2 was granted (valid from 17 December 2020). I am also aware that a previous licence had been issued but I do not know the licence number.

1. Please provide all records of communications between Natural England and applicant(s)/holder(s) of newt mitigation licence(s) since 2016 including any emails, written correspondence, telephone conversations, video calls, meetings and text messages.

2. Please provide all licence numbers of currently valid newt mitigation licences for the land known as Kingmoor Park Industrial Estate, Land North of Kings Drive, Carlisle, Cumbria, CA6 4SE.

1. The email (or other communication) from the applicant originally requesting the change to the licence (this is referred to in the email dated 10 November 2020).

2. The attachments (if any) to this request from the applicant.

3. The Work Schedule included in the email dated 17 December 2020 from the Natural England Wildlife Licensing Service.

4. The submission checklist for licence modification (also included in the email dated 17 December 2020) from the Natural England Wildlife Licensing Service.

5. The "charge screening form" received on 10 November 2020 referred to in the email dated 11 November 2020.

6. The covering email containing this "charge screening form" (if not already included).

13. The OS Grid reference on License 2017-29917-EPS-MIT-2. If Natural England considers the redaction to be correct, please explain.

14. The Company Name and Address that the 2017-29917-EPS-MIT-2 license was granted to. Whilst appreciating that it can be appropriate to redact the names of individuals in responses to information requests, it is in the public interest that the companies holding such important licences are not withheld. The public also needs to be able to check that the licence holder does indeed have the qualifications, skills and experience necessary to fulfil their obligations so that the public can be confident that the systems in place are adequate for the protection of wildlife and the environment. The public should know what companies are receiving these licences especially when a complaint has been received (see email dated 11 February 2021).

15. The redacted company names and addresses in the information relating to 2017-29917-EPS-MIT (e.g. in 2017-29917-EPS-MIT-Work Schedule-Redacted). Most/all of the files in relation 2017-29917-EPS-MIT have such information redacted. See above for public interest reasons for the release of this information.

There is a similar set of figures referred to by the document "Annex 2017-29917-EPS-MIT-2".

Document "2017-29917-EPS-MIT-Method Statement - F, G, H Sums and Figures_Redacted" refers to various figures and photos which are ticked as included: C3.2a, C3.2b, C3.4, D, E2, E3.1, E3.3, E4a, E5.1, E5.2 and F.

Figure E5.2 v7 has been included but I have not found the other figures/photos in the information sent. Presumably these figures/photos must have been supplied by the applicant so will be within the scope of this information request. Please supply the missing figures/photos.

Thank you for confirming that the figures for Licence 2017-29917-EPS-MIT-2 are the same figures as for Licence
2017-29917-EPS-MIT-1 but I cannot find the figures these documents refer to. "Annex - 2017-29917-EPS-MIT-1.pdf" and "Annex 2017-29917-EPS-MIT-2.pdf" do not contain these figures. I have looked through all the other PDF documents and I cannot find the figures.

Please email me the figures or tell me in which PDF document they can be found.
