Dear Mr Coward

Thank you for your request for information, our reference BFR001124.

Your request has now been considered and the information can be found
below.

- The companies that removed or were involved in the removal of an
unexpected tree with a TPO on Bramble Lane.

The company doing the initial ground works at High Leigh was called A D
Bly who were contractors working for Taylor Wimpey. It is unknown whether
Lands Improvement Holdings was directly involved in this contract.

- Which 'utility company' caused damage to the trees roots on Bramble Lane
at the entrance to Bramble Lane from Lord Street.

The Council has asked Taylor Wimpey for this information but has not
received the details – a further request has been made and any response
will be forwarded.

- All emails, meeting notes, letters, documents, text messages, phone
records, transcripts or other forms of stored information between the
Council (or their representatives) and Taylor Wimpey (or their
representatives) between 1st January 2021 until 12th March 2021.

Please find attached. Please note, due to email file size constraints, the
response to this question will come via a number of emails.

- Any reports carried out on Bramble Lanes in regards to tree damage.

Two site visits have taken place by officers to ascertain what has taken
place in respect of potential damage to trees. The initial one by the
Council’s Development Management Service Manager was followed in early
February by a full visit with the applicant’s tree consultant by the
Council’s Principal Planning Officer. The developer clarified the location
and nature of the lost TPO tree which coincides with the tree survey
submitted with the approved reserved matters application [07/20/046/RM].
On this second visit it was noted that tree removal for the new access
road across Bramble Lane was consistent with the approval and that tree
protection measures were also in place as specified in the arboricultural
method statement with the above approval. At this second visit, the
southern portion of Bramble Lane was inspected and it was noted that no
significant damage appeared to have taken place to the roots of the TPO
protected trees which lie either side of the by-way.

If you have any queries or concerns, please do not hesitate to contact me.
Please remember to quote the reference number above in any future
communications.

request and wish to make a complaint or request an internal review of our

Dear Broxbourne Borough Council,

Thank you for the partial information provided so far.

It is disappointing to see that a protected tree has been removed - hopefully sufficient action will be taken. If the council allow a TPO issue to slide or do not take sufficient action, then it will set a terrible precedence within the borough.

I do disagree with the councils view that the roots / trees near the by-way have not been damaged.

Please update this request once you find out which utility company / company is responsible for using Bramble Lane to access the substation. I will leave the request open for now and pending, I look forward to you finalising the request shortly.

The information has been sent to https://highleighhoddesdon.co.uk/

Yours sincerely,
Thomas Coward

Dear Broxbourne Borough Council,

Thank you for the update on the information. It is disappointing to see that Taylor Wimpey have not provided you with an answer to such a simple request of which 'utility company' damaged the protected tree(s). I'm sure myself and others will see this as particular strange. I wonder if they have something to hide?

I will close the FOI request as partially completed.
