Your request for information has been considered by Warwickshire County Council 
under the Freedom of Information Act 2000. 
Please be advised that we are unable to provide all of the information that you have 
You asked us:
I would like to request a monthly breakdown of how many children have moved to 
full-time home education between January 2019 and present, broken down by 
ethnicity and age.
I am referring to a formal, long-term move (informing a school or council) or a 
move (indicated by long absences) rather than children who are still registered 
with a school but learning from home during lockdown.
For the information that we are providing, please see the Excel document "WCC FOI ref 
6553132 - Children moving to FT Home Education", attached to our covering e-mail.
We have not provided a breakdown by age and ethnicity. This is because the sample 
size within each month is in general too small to allow such further breakdown as we 
believe this may make individual children identifiable.
Therefore an exemption under Section 40(2) (Personal Information) of the Freedom of 
Information Act 2000 has been applied to such data.

The information is personal data as defined by the Data Protection Act 2018 (DPA). As 
it is information about someone else I’m unable to give this to you.  Release of this 
information would constitute a breach of the DPA.
The first condition is that the disclosure of the information to a member of the public 
otherwise than under this Act:
(a) would contravene any of the data protection principles, or
(b) would do so if the exemptions in section 24(1) of the Data Protection Act 2018 
(manual unstructured data held by public authorities) were disregarded.
The second condition is that the disclosure of the information to a member of the public 
otherwise than under this Act would contravene Article 21 of the GDPR (general 
processing: right to object to processing).
Therefore please treat this response as a Refusal Notice in accordance with Section 17 
of the Freedom of Information Act 2000 in respect of providing a breakdown by age or
