Thank you for your request for information made under the Freedom of Information Act
2000/Environmental Information Regulations 2004 relating to safeguarding referrals.
Please see the response provided below:
Between the dates of 1st Jan 2020 and 1st of February 2021 how many
safeguarding referrals* have been received from the following organisations
"Department for Work & Pensions", "Centre for Health & Disability Assessments
also known as Maximus", "ATOS also known as Independent Assessment
Services" and "Capita"?
*Adult Safeguarding Referrals only
KCC can confirm that we hold the information requested. However, this information is
not held in a central location, and is held in each referral. To provide you with the
comprehensive, accurate and up-to-date information in relation to your request would
involve an extensive manual interrogation of approximately 10,000 referrals. To search
each file would take approximately 5 minutes, equating to 833 hours. This type of
search would certainly exceed the appropriate limit of £450 (equivalent to 18 hours at
£25 per hour). Therefore, in accordance with section 12 of the Freedom of Information
Act, we are not obliged to comply with your request.
Please see Appendix 1 for further details of this exemption.
Under Section 16(1) of the Freedom of Information Act, a public authority must provide
advice and assistance to aid you in your request. Due to the way this information is
recorded, it is not possible to refine your request to bring it in line with the appropriate
timescale.
If you are unhappy with this response, and believe KCC has not complied with
legislation, you have 40 working days from the date of this response to ask for a review.

Section 12 - Exemption where cost of compliance exceeds appropriate limit.
(1) Section 1(1) does not oblige a public authority to comply with a request for
information if the authority estimates that the cost of complying with the request would
exceed the appropriate limit.
