Dear South Eastern Health and Social Care Trust (Northern Ireland),

As in the past, I'd like to make a request under the Freedom of Information act for all transactions over £500 from 1st Oct 2020 to 31st Dec 2020. As a minimum, please make sure to include the date, value and recipient of each transaction. Please also provide details on the procurement category of each transaction if you have it & any additional descriptors.

For avoidance of doubt, I am making this request under the Freedom of Information Act. I await your response in ~20 working days.

Thank you,
Yours faithfully,
Nikhil Prabhu

Information Governance, South Eastern Health and Social Care Trust (Northern Ireland)

Dear Nikhil Prabhu

Thank you for your email of 25^th January 2021 in relation to Trust
expenditure or payment to suppliers.

The request raised will be taken forward.  However, as we are now in the
2^nd Surge of the Covid-19 Pandemic, the Health & Social Care is again
experiencing unprecedented pressures.

As a Trust, our staff are prioritising their duties as front line health
and social care workers.  Other duties within their role, such as
investigating and responding to Freedom of Information and Subject Access
Requests, will be significantly delayed due to the need to prioritise
professional caring duties and respond to the health crisis.  I would ask
for your patience at this time.

The Information Commissioners Office has been advised and is aware of the
pressures the Trust is facing as a result of the pandemic.

Should you have any queries on this matter meanwhile, please do not
hesitate to contact me.

Yours sincerely

Rebecca Manning

Dear Mr Prabhu

Please accept my apologies for the delay in responding to your request, I will follow up on this with the appropriate service.

Further to my previous letter dated 26 January 2021 concerning your request for information, whilst we will reply to your request, we cannot guarantee a response within the normal timeframe, due to the continuation of the Covid-19 Pandemic and the logistics and rollout of the associated vaccination programme.

I would like to take this opportunity to thank you for your understanding and patience at this time and should you have any queries on this matter meanwhile, please do not hesitate to contact me.

Kind regards,

May I follow-up on my request now?

Thank you,

Nikhil Prabhu

Dear South Eastern Health and Social Care Trust (Northern Ireland),

Can this now please be expedited? It has been more than 5 months since I submitted my request. I understand resources may have been diverted with C-19 relief, however sufficient time has been given to respond and all other Trusts have responded to my similar requests within the regulatory timeframe.

Thank you,
Yours faithfully,

Dear Information Governance/ Ms Hedley/ Ms Hutton,

Thank you for your message. I understand that the IG department is dealing with a large number of RFI's as well as a backlog as a result of the pandemic.

However, in order to reduce your time & effort, is it atleast possible to answer this FOI along with my next related FOI for Jan-Mar 2021 data? I think that should be possible and would work in the best of both our interests!

Here is the link to my proceeding FOI https://www.whatdotheyknow.com/request/t...

Thank you so much,
Yours sincerely,
Nikhil Prabhu

Thank you for your response with/file Ms Hedley,

However, I am still not clear about the Supplier/Payment reference, if they (the numbers) are not redacted then could you please provide the Supplier names they reference? Otherwise the data extract is of little use to us. I am confused as to why there is a mix of numbers/Names in the column.

Also, if you sum up the "Total for quarter" column, the value is 11,246,281.16, which is exactly double of the Grand Total value shown. Please clarify if I am missing something here?

Yours sincerely,
nikhil prabhu

Information Governance, South Eastern Health and Social Care Trust (Northern Ireland)

Dear Mr Prabhu

Thank you for your email correspondence below.

The Service have clarified that the numbers are the numbers are the invoice/payment numbers for each supplier, the supplier name is above and the invoice numbers for that supplier are detailed below as per the extract from the spread sheet below:

PENINSULA CARE SERVICES NI LTD 27,888.12 25,514.26 28,785.51 82,187.89
2484674 27,888.12 27,888.12
2521016 25,514.26 25,514.26
2553674 28,785.51 28,785.51

The data provider for each supplier is the amount paid to that supplier for each month, then the total for that quarter in the final column.

Unfortunately the Trust is unable to provide the names of private individuals, such as foster carers, their names have been redacted, due to confidentiality, but the amount paid to them under each invoice/payment reference for each month and the total paid to them for that quarter has been provided.

I have reviewed the document and note that there seems to be a discrepancy in relation to the final totals provided and I have requested clarification from the Service and will confirm as soon as ever possible.

Kind regards

Cathryn

Dear Information Governance/ Cathryn,

Thank you so much for the clarification, it all makes sense now.. and I am also aware & understand your note on confidentiality.

I also figured out that there is no discrepancy in the total provided, as the row with the Names provides the total for that particular supplier and the numbers provide all the transactions (which roll-up to give the total) -- Hence the Sum will be exactly double.

Yours sincerely,
nikhil prabhu
