Dear Duncan Willows
We refer to your request where you asked:
“In your reply you state : [University accommodation] "is a residence where people live".
Can you please tell me does the same restriction of movement at section 6(1) of the
Health Protection Coronavirus Regulations apply to students in their University home as
it does to and ordinary person living in a 2 bedroom home or a council owned high rise
flat?
https://www.legislation.gov.uk/uksi/2020/350/regulation/6/made” The information you requested is held by the Cabinet Office. Under these regulations,
students that were living at university accommodation at the time were subject to the
same legal restrictions on their ability to leave the place that they were living, with
reasonable excuse, as anyone else.
If you are unhappy with the service you have received in relation to your request or wish
to request an internal review, you should write to:

issued.

the Information Commissioner for a decision. Generally, the Commissioner cannot
