Dear Mr Maxwell
Thank you for your enquiry of 14 December 2020 in which you requested information
on right of abode. Your request has been handled as a request for information under
the Freedom of Information Act 2000.
Information Requested
The Independent Chief Inspector's report of February 2020 noted that, in 2015,
caseworkers had to complete a 'Harm Assessment Matrix' in respect of failed right of
abode applications, to determine whether to refer them for enforcement action (see

Please provide the following information:
(1) Do Home Office caseworkers still use any kind of harm or risk assessment matrix
or tool to decide whether failed right of abode applications should be referred to
Immigration Enforcement?
UK Visas and Immigration is an operational command of the Home Office
(2) Please provide a copy of the matrix or tool, including a full list of the factors or
criteria applied in deciding whether to refer failed right of abode applications.
(3) Please provide any policies, guidance or standard operating procedures which
deal with how such factors or criteria are selected and/or updated.
(4) Please provide copies of any equality impact assessments or data protection
impact assessments completed in relation to the matrix or tool.
(5) Please provide copies of any policies, guidance or standard operating procedures
which deal with the process of handling failed right of abode applications and the use
of the matrix or tool.
Before providing the following clarification
Thank you for your email. I confirm that my request refers only to applications for a
certificate of entitlement to the right of abode.
Response
No information is held by UK Visas & Immigration in relation to Nationality and
certificate of entitlement applications as they do not use a matrix or tool.
