Thank you for your enquiry of 9 November 2020, which we have considered under the
terms of the Freedom of Information Act 2000 (the FOI Act).
You asked for the following information:
“I attended a meeting with Sir Amyas Morse as part of his review of the Loan
Charge. That meeting took place on Thursday 10 October 2019 at Eastcheap
Court, 11 Philpot Lane, London.
I would be grateful to receive all meeting notes retained by HM Treasury, its
employees or consultants of that meeting together with any email correspondence
between HM Treasury Officials/employees/consultants and Sir Amyas Morse in the
10 working days following that meeting.”
Following a search of our records, we can confirm that HM Treasury (HMT) does not hold
the information within the scope of your request.
The meeting which your request refers to was held with the Independent Loan Charge
Review (the Review) team and not HMT. HMT staff seconded onto the Review team had a
clear remit to support Sir Amyas Morse in the conduct of the Review; their work on the
Review team was separate from their role as HMT officials before or after the Review.
Further, and as stated in the Independent Loan Charge Review (D15, page 71):
“All evidence received by the Review will be destroyed at its conclusion and
those that provided evidence were informed of this at the time.”
As such HMT does not hold any minutes or notes from the aforementioned meeting.
The department also does not hold emails sent by HMT staff directly to Sir Amyas Morse in
the period specified. While this was not requested within the specific wording of your FOI
enquiry, we note that HMT does hold correspondence between HMT staff and the Review
Secretariat from the period specified of 10 working days following 10 October 2019. This
information has already been released under a previous FOI request.
