Army Cadet activity - Wales Addendum
General
1.
The Army Cadet Return to Training – How to Guide v1.4 dated Aug 2020 covers the
rules and procedures regarding the Return to Training for face-to-face Army Cadet activity
following the cessation of cadet activity during the COVID-19 pandemic.
2.
This addendum provides a checklist of the specific additional requirements for training
activity in WALES ONLY.
3.
This guidance is based on the COVID-19: Guidance to support youth work services
with a safe and phased increase of operations which has been issued by the Welsh
Government. This is the authority to be followed for all Army Cadet activity in WALES and is
complementary to government guidance on social distancing, travel and other measures
which must be adhered to.

Action.
a.
If a previous version of this Addendum has not been completed, this addendum
must be completed, signed and forwarded together with the completed COVID-19
Secure Checklist, COVID-19 Secure Risk Assessment and a Unit reopening H&S
Inspection template to the RPoC via the CoC.
b.
Units that have already completed the COVID paperwork, including a completed
previous version of this addendum do not need to reapply, but must be made aware of
the changes and adhere to the all procedures outlined in this Addendum.

Units should seek advice as required from RFCA, CTT, and RPoC staff if uncertain
about any aspect

This addendum will be updated as and when requirements for re-opening Army Cadet
units in Wales change.
Authorised Training
8.
As of the 19th September authority has been given for Army Cadets in Wales to train in
both indoor and outdoor settings.
9.
Outdoors. Gatherings of “up to 30 people are now permitted outdoors. But you should
continue to maintain
physical and social distancing from people outside your household,
or
extended household if you have formed one”. Accordingly, it is strongly recommended
that face to face training occurs outside where possible.
10.
Indoors. The Army Cadets in Wales may operate in training bubbles of no more than
10 pax, including adult volunteers, and in accordance with the building Risk Assessment. If
the building can only accommodate 8 pax when Social Distancing is in place, you will only
be permitted a maximum of 8 pax.
11. The current legislation exempts youth organisations from the restrictions on indoor
gatherings (no more than 6 people) as youth work is considered a public service for young
people and communities – an essential service.

In terms of the new requirement to meet in groups of no more than six, we would again
consider that youth services can continue to operate using the exemptions below:

Regional Variations
12. It is likely that temporary restrictions will come into force periodically across WALES
which will affect Army Cadet activity. Units must be vigilant to any local restrictions that come
into force and ensure any additional restrictions are implemented immediately.
13. If units need to close temporarily, they must regain Level 2 status following the same
procedures.
14. Additional restrictions are currently in force across some parts of Wales and some
units therefore may not be able to reopen currently.
15. For any areas which include restricting people from different households meeting
together in private houses or gardens, Army Cadet units must remain at, or return to Level 1,
which means a continued suspension of face-to-face cadet activity for volunteers and cadets
from until such time they are back in line with the general restrictions in Wales.

Welsh guidance recommends carrying out a risk assessment to determine the
maximum number of individuals allowed in each setting.

Be familiar with core public health guidance, social distancing and safe
working guidelines to ensure cadets and adult volunteers are safe to return
to training.

Ensure Social distancing should be maintained for all activities, even within
bubbles.

Bubbles should not join with other bubbles or mix, such as during breaks or
meals. Cadets and adult volunteers should remain with that bubble for the
whole Parade / day.

Where possible bubbles should be split by age or star level.

Understand how COVID-19 is spread and ensure the building is clean.

Be familiar with the symptoms of COVID-19 and the need for self-isolation and
keep records of all cadets, adult volunteers and visitors that participate in any
face-to-face training event.

Before reopening the unit building to cadets and adult volunteers, an NHS Test
and Trace QR code must be created and displayed at the venue’s main
entrances. These can be created by visitin

Different bubbles should ideally enter and exit through different doors – when
sessions begin, during breaks and when leaving the site. If this is not possible,
then stagger arrival and departure times where possible.

Units should encourage cadets to arrive only with members of their bubble
(unless from the same family) and to avoid mingling before and after sessions.
Any arrangements for parents/guardians to transport cadets should be made by
parents directly.

Parents/guardians should drop off and collect their cadets outside of any
buildings and be asked to ensure they maintain social distancing whilst doing
so. Any parent that enters the building should be recorded as a visitor in
accordance with the requirements set out in the Return to Parading How to
Guide.

Upon arrival/departure, cadets, volunteers and any visitors should wash their
hands or use hand sanitiser.

Activities should take place outdoors wherever possible

Residential / overnight activities are
not permitted.

Spaces (main hall, dining rooms, classrooms etc.) should not be used at the
same time by more than one bubble.

Shared spaces such as main hall, dining rooms etc. must be cleaned
thoroughly between use if different bubbles are to use them on the same day
(sequentially)

It is not necessary for each bubble to use separate toilets; however, efforts
should be made to limit the numbers of users at a given time. Use of different
toilets for each bubble is ideal.

Should any member of a bubble become unwell with COVID-19 symptoms, all
members of the bubble should contact NHS Test and Trace. All members of the
bubble (including all volunteers/visitors) should not attend cadet activities and
should be asked to self-isolate for 14 days.
20
Before reopening the unit building to cadets, literature on how to stay safe
during COVID-19 must be displayed around the venue, particularly at the main
entrances.
