I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000, in respect of the following:

1. The number of reported and identified defects to the surface of the A422 (Brackley Road) between Brackley and Buckingham during the period from 1 April 2019 to 1 April 2020.
2. The number of repairs completed to the surface of the A422 (Brackley Road) between Brackley and Buckingham during the period from 1 April 2019 to 1 April 2020.
3. The number of claims for damage to motor vehicles submitted to Buckinghamshire Council (formerly Buckinghamshire County Council), as a result of defects to the surface of the A422 (Brackley Road) between Brackley and Buckingham during the period from 1 April 2019 to 1 April 2020.
4. The number of claims for damage to motor vehicles settled by Buckinghamshire Council (formerly Buckinghamshire County Council), as a result of defects to the surface of the A422 (Brackley Road) between Brackley and Buckingham during the period from 1 April 2019 to 1 April 2020.

The Road Section Number

Brackley Road, Buckingham, Brackley Road, Water Stratford, Brackley Road,
Westbury, Brackley Road, Turweston and Brackley Road, Shalstone is an ‘A’
road and numbered A422.  There is no road section number.

 

Details of how carriageway safety inspection are undertaken including
whether walked or driven, the speed of the inspection vehicle and the
number of persons in the vehicle

 Safety inspections of the carriageway are undertaken from a slow moving
vehicle with two persons present in the vehicle due to the classification
of the road. Where the inspector determines that, in their reasonable
opinion, the inspection cannot be undertaken and defects effectively
observed from the vehicle, the inspection will be carried out on foot.

 

The intended frequency of carriageway safety inspections

Inspection frequencies are based on road hierarchy, and are carried out
monthly, twelve times a year.

 

The Hierarchy Classification

Brackley Road, Buckingham, Brackley Road, Water Stratford, Brackley Road,
Westbury, Brackley Road, Turweston and Brackley Road, Shalstone is deemed
to be maintenance category 3A which is a Main Distributor Road.

 

The Defect Intervention Criteria adopted in relation to the identification
of all categories of highway potholes

The Council's current inspection policy is set in accordance with the 2016
UK Roads Liaison Group Well Managed Highway Infrastructure: A Code of
Practice.

The time period for a make-safe or repair to be carried out after
identification of the defect is dependent on its determined risk factor. 
Category 1 defects are repaired within 2 working days; Category 2H defects
are repaired within 5 working days from the time the defect is assessed,
in accordance with the Highway Safety Inspection Policy.

If a make-safe repair is effected, then permanent repairs will be
undertaken within 28 days of the initial make-safe repair. Other, less
severe, defects or larger structural problems will be programmed for
appropriate repair over a longer time period, or as part of a routine
maintenance programme.

 

Whether or not the Authority has formally adopted all or part of the
standards contained within the National Code of Practice for Highways
Maintenance Management

The Council has considered and adopted those elements of the Code of
Practice, Well-Managed Highway Infrastructure that relates to Highway
Safety Inspections.  The Policy can be found at:

We have no claims in the period noted as occurring on the A422.

We have one claim noted as Brackley Road, Water Stratford which is
presently unpaid.  

 

 

Please note:
On 1 April 2020, the new Buckinghamshire Council replaced the five former
councils in Buckinghamshire (Aylesbury Vale District Council,
Buckinghamshire County Council, Chiltern District Council, South Bucks
District Council and Wycombe District Council).
