Your request will be turned down, as the item you wish is a published document-thus, the information is "reasonably available" elsewhere- a reason for MoJ to refuse.
The report is available in any academic library taking parliamentary papers as an IT package from Gale, the market leaders in digitisation. The London School of Economics ,for instance,as PPs online- if you can get access to a library with this, any document can be downloaded.
In addition, there is one copy of the report available secondhand for £7.75 plus postage on Abebooks, an online site for secondhand books.
Your request is also likely to be turned down on grounds of cost-MoJ do not have to stump up for digitisation of the Report-it would go over the cost limit.

Thanks for the comment. My issue is that the academic libraries I’ve searched do *not* have a version that is easily accessible during COVID-19, so I hoped that they might bend the rules. I had not seen the Abebooks version.
