Dear Victoria Davis,

We have looked carefully at your request and regret that we are unable to
identify and locate the information requested without further detail from
you. We would therefore be grateful if you could clarify your request.

Are you please able to clarify the specific type of report that you are
interested in (eg. Committee reports), and whether you mean the last four
reports for each SLA or the last four under all SLAs combined? In
referring to the Natural Environment Team it is assumed that you mean
ecology and arboriculture. This team will provides comments on
applications rather than reports. For many SLAs they won’t be producing
reports, they will be providing statements of advice for applications or
just comments on the applications themselves. They do provide reports on
achievement against the requirements of an SLA, but again they don’t do
this for all SLAs.

Once you have provided this information, we will be able to process your
request. Your request will be placed on hold whilst we await this
information. Once this information is received, the timescale for response
will reset.

Yours sincerely

Dear Freedom of Information,
I mean Natural Environment Team. This Team has a SLA with Breckland, for example. It also has a SLA with Norfolk County Council (I believe). Yes, by reports I mean "comments" etc. on applications. The last four under any SLA other than with NCC and the last four under the SLA with NCC. Also the list, please. Thank you.
Yours sincerely,

Victoria Davis

Dear Norfolk County Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Norfolk County Council's handling of my FOI request 'Natural Environment' because there has been no response, even though I forwarded clarification when requested.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/n...

Yours faithfully,

Dear Ms Davis

Environmental Information Regulations Request ENQ-431648-X5G1W7

I refer to your original request for information dated 4 August 2020 and
the clarification of this request received on the 10 September 2020.

You have requested an internal review by email on 4 October due to the
lack of response following your clarification. Where clarification has
been sought, we will close cases if there has been no feedback from the
requestor after 20 working days; however, due to a misunderstanding you
request was closed  after the original statutory deadline had passed,
rather than waiting for 20 working days from when clarification was
requested. Where clarification is received after a case has been
legitimately closed, we treat that as a new request, and so had been
working towards providing a response by 8 October at the latest. Please
accept our apologies for this oversight and any inconvenience caused.

You asked for:

•       Please forward copies of the last four reports produced by your
Natural Environment Team under Service Level Agreements and the last four
produced for Norfolk County Council.
•       Please list the organisations that Natural Environment Team has
Service Level Agreements with.

Clarification received :
•       I mean Natural Environment Team. This Team has a SLA with
Breckland, for example. It also has a SLA with Norfolk County Council (I
believe). Yes, by reports I mean "comments" etc.  on applications. The
last four under any SLA other than with NCC and the last four under the
SLA with NCC. Also the list, please.

Our response:

Norfolk County Council (NCC) currently have SLAs with Broadland DC, South
Norfolk Council and Breckland DC. The Natural Environment Team does not
have an SLA with NCC as they are part of the organisation.

All formal consultation responses by the Natural Environment Team
undertaken through the SLAs with the district authorities can be found on
the planning portals of the relevant districts. The SLAs relate solely to
ecology advice.

As this information is in the public domain, under Section 21(1) of the
Freedom of Information Act 2000 your request for reports has been
considered and is refused.  However, for your assistance, please find
detailed below links to recent information provided:-

Links to recent responses to consultation requests from Breckland District
Council can be found using the following links (note: Natural Environment
Team consultation response appears under the name “Ecology and

Team consultation responses appear under the name “Ecology comments”):

As the Natural Environment Team is part of the Environment Service of
Norfolk County Council, the ecology advice is ‘in-house’.   Four of the
most recent responses made by the Natural Environment Team to consultation
requests from Norfolk County Council core services are attached.

Some information has been redacted under Regulation 13(1) of the
Regulations which state that the Council is not required to disclose the
personal information of any other individual if disclosure would
contravene the rights of the individuals to whom the data relates.

The redacted data comprises of the following
•       Names and contact details of staff below tier 3 in the
organisation.

The exemption applies because:
•       Staff below tier 3 have a reasonable expectation that their
details will not be disclosed in the public domain

out the grounds of your appeal in writing to:
