Dear Rebecca Lush

I am writing regarding your request for information, received on 12 April
2020 where you ask for the Appraisal Summary Tables and a breakdown of
emissions by vehicle type for 48 different road schemes.

Highways England is committed to wider government transparency and helping
people obtain the information they are looking for. Unfortunately, in this
case the amount of information you have requested is substantial.
Gathering it together would involve a significant cost and diversion of
resources from other work. Therefore, your request has been refused under
the exception in Regulation 12(4)b of the Environmental Information
Regulations 2004 covering requests that are manifestly unreasonable.

While we have refused your request, this would not prevent us from
providing information to a more focused request in the future, for example
a reduction in the number of schemes (no more than 10 schemes) you would
like this information on.

If you are unhappy with the way we have handled your request you may ask
for an internal review within 40 days for Environmental Information
Regulations requests. Our internal review process is available at:
[1]https://www.gov.uk/government/organisati...

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at:

Information Commissioner’s Office

Wycliffe House

Water Lane

Wilmslow

Cheshire

SK9 5AF

Please let me know if you have any queries or require a print copy,
quoting reference number EIR 101039

Kind Regards
