Agreements and supplementary agreements with the Office of Chinese
Language Council International (Hanban) and the Beijing Normal University
on the establishment / continuation of the Confucius Institute at the

The University has now considered your request and our response can be
found below.

 

Please find attached the agreement between The University of Manchester
and the Office of Chinese Language Council International. This was signed
in 2013 for five years and automatically renewed after the first five
years.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of University of Manchester's handling of my FOI request 'Agreements on the Confucius Institute'.

I have reasonable grounds to suspect that not all agreements and supplementary agreements have been made available to me.

In response to my FOI request, I received a copy of the agreement between The University of Manchester
and the Office of Chinese Language Council International. In Article 3 of this agreement, a "supplementary agreement" is mentioned. The University of Manchester didn't provide this supplementary agreement, even though I mentioned this explicitly in my request.

I request an internal review. I want all agreements that fall within the scope of my FOI request to be made available to me.

I am writing regarding your email dated 11 February 2020 requesting an
internal review of your Freedom of Information request below:

 

- Agreements and supplementary agreements with the Office of Chinese
Language Council International (Hanban) and the Beijing Normal University
on the establishment / continuation of the Confucius Institute at the
University of Manchester

 

I have now had an opportunity to review the way in which we responded. I
note that we responded within the timeframe required by the FOI Act, I
have therefore gone on to consider whether all the data held has been
provided in response to your request and in doing so I have further
liaised with the relevant department within the University where
necessary. The review has now been concluded and we can respond to confirm
that the attached further document is held relevant to your request. The
Confucius Institute confirms the following:

 

The UoM had a general MoU with BNU back in 2010 including the joint
establishment of CI but it expired in 2015 and it was not formally
renewed.

 

This is the attached document. We apologise for the oversight in not
providing this data in our original response.

 

If you are unhappy with our response you have the further right to appeal
to the Information Commissioner’s Office. Details of this procedure can be
found at
